Description
The Federal Motor Carrier Safety Administration (FMCSA) is inviting interested parties, to include Small Business to submit a Technical Capabilities Statement to demonstrate the knowledge and experience to meet to provide support provide administrative and consulting services in support of its New Entrant Safety Assurance Program. FMCSA is committed to reducing crashes, injuries, and fatalities involving Commercial Motor Vehicle (CMV) transportation through education, innovation, regulation, enforcement, financial assistance, partnerships, and full accountability. Potential Offerors must shall be required to provide technical expertise and experience in dealing with evaluating programs/processes in: •1. Transportation sector, specifically Commercial Motor Vehicle and passenger carrier industry as defined in laws and regulations in 49 USC Title 49; •2. Program evaluations and assessments; •3. In depth analysis of safety studies; The intent of this requirement is provide the agency with a self-assessments to determine how effectively key programs are achieving their intended goals and how to improve managerial processes and performance. FMCSA conducts program evaluations in accordance with OMB Memo M-10-01, " Increased Emphasis on Program Evaluations," U.S. Government Accountability Office (GAO) Performance Measurements and Evaluation: Definitions and Relationships [1] and various Interest parties must clearly demonstrate its capability and experience to meet this requirement by providing information and or technical literature which demonstrates their knowledge of the transportation industry, conducting independent evaluations of similar services and qualifications of Key Personnel.
