- *** NOTE: Closing date has been extended to June 13, 2011, 4:00pm Local Time (Fort Lee, VA) *** Contractor is to furnish fresh beef products (primal, sub-primal, and case ready items) for the Defense Commissary Agency (DeCA) commissaries located throughout the East Region, including Fort Buchanan, Puerto Rico and the NEXMART located in Guantanamo Bay, Cuba. For the purpose of this solicitation, there will be 99 commissaries in this region that will be grouped geographically into eleven groups that will be specified in the solicitation. A single solicitation containing the eleven groupings will be issued. Each group will be independently evaluated and awarded on an "ALL OR NONE" basis. The Government will award one or more contracts resulting from this solicitation based on evaluation using the best value, trade-off procedures. An Indefinite-Delivery Requirements Type contract is contemplated with a Firm Fixed priced special factor that will adjust the unit price weekly based on the market prices. The NAICS code is 311611 for this requirement with a size standard of 500 employees. The Request for Proposal (RFP) will be released on or about April 4, 2011. The period of performance will be 24 months from date of award plus three 12-month option periods. The solicitation will be issued on an unrestricted basis. This RFP will be available on Federal Business Opportunities (FEDBIZOPPS) website at https://www.fbo.gov/ and search by solicitation number. Potential offerors are encouraged to use this website to obtain a copy of the RFP. All offers from large business firms must submit an acceptable subcontracting plan with their offer. Offers received from large businesses without an acceptable plan will not be considered for award. Any small business interested in submitting a proposal package may seek assistance from your local Procurement Technical Assistance Center (PTAC) or the Small Business Administration (SBA).
