- NASA, Kennedy Space Center intends to negotiate a sole-source contract with ArdaraTechnologies L.P., Ardara, Pennsylvania for the modification and upgrade of the ArdaraGas Chromatograph/Mass Spectrometer (GC/MS) to meet the high purity gas standardsrequired for NASA pursuant to 10 U.S.C. 2304(c)(1), only one responsible source. TheGC/MS instrument is a highly technical instrument originally manufactured by Varian, Inc.Ardara, L.P. developed, designed, and modified the Varian GC/MS to comply with the SpaceShuttle Program(SSP) specifications and requirements. Ardara is the only company withthe expertise of this highly technical instrument to perform the modifications requiredto conform to the requirements of the Launch Services Program (LSP). In addition, Ardarahas the unique agreement with Varian, the original manufacturer of the instrument thatenables them to perform the modifications without voiding any original equipmentmanufacturer warranties. Interested organizations may submit their capabilities andqualifications to perform the effort in writing to the identified point of contact notlater than 4:00 p.m. local time on June 10, 2011. Such capabilities/qualifications willbe evaluated solely for the purpose of determining whether or not to conduct thisprocurement on a competitive basis. A determination by the Government not to competethis proposed effort on a full and open competition basis, based upon responses to thisnotice is solely within the discretion of the government. The Government intends toacquire a commercial item using FAR Part 12. Oral communications are not acceptable inresponse to this notice.
