- DRAFT CVLSP CLIN Structure DRAFT CVLSP Contract Clause Additional CVLSP CRFI Questions DRAFT CVLSP SRD DRAFT CVLSP SOO Notice of DRAFT Statement of Objectives (SOO) and DRAFT System Requirements Document (SRD) for Common Vertical Lift Support Platform (CVLSP) Program. Also, release of Additional Capabilities Request for Information (CRFI) Questions, DRAFT Contract Clauses, and DRAFT Contract Line Item Number (CLIN) Structure. This announcement is to release the CVLSP DRAFT SOO, DRAFT SRD, and additional CRFI Questions. The purpose is to allow industry the opportunity to review the Government's DRAFT CVLSP documents and to facilitate comments, questions, and concerns. DRAFT SRD Instructions: The Government is soliciting specific industry feedback per the attached DRAFT CVLSP SRD. The DRAFT SRD is in a table format where the 1st column is the SRD Object ID number per our DOORS database, the 2nd column is the CVLSP Draft requirement, and the 3rd, 4th, and 5th columns have headings labeled "Yes,' ‘No,' and ‘Comments' respectively. For all DRAFT SRD threshold requirements in column #2 that are annotated as "(T)" or "(T=O)", mark with an "X" in the "Yes" or "No" column whether your proposed production-ready CVLSP aircraft configuration can MEET the stated DRAFT CVLSP SRD threshold requirement. For all DRAFT SRD objective requirements in column #2 that are annotated as "(O)", provide in the "comments" column the additional performance capability your proposed production-ready CVLSP configuration can provide (30 words or less). DRAFT SOO, DRAFT Contract Clauses, and DRAFT CLIN Structure Instructions: The Government is soliciting industry feedback on the attached CVLSP DRAFT SOO, DRAFT Contract Clauses, and DRAFT CLIN Structure. Request Industry review and provide comments, questions, and concerns on all three documents. The above mentioned documents are all in DRAFT form and are subject to change at any time before a Draft RFP and Final RFP are released. Additional CRFI Questions: The Government requests industry to respond to the attached questions (Attachment- Additional CRFI Questions). The information respondents submit may be used to support the development of a draft RFP and other draft documents. The information in this CRFI is preliminary and may be updated or changed prior to any formal release of an RFP. Response Guidance: For the DRAFT SOO, DRAFT SRD, and Additional CRFI Questions: all comments, questions and responses shall be addressed in a written document and be submitted no later than (NLT) 1400 (EST) on 16 June 2011. Responses should include: (1) Cover page containing identification of the company Commercial and Government Entity (CAGE) code, street address, and business size for NAICS code 336411 (aircraft manufacturing); the names and telephone numbers of the technical Point of Contact (POC); the overall company POC (in the case of a partnership, please provide appropriate CAGE codes and POC information for the lead company). (2) Responses for DRAFT SOO, Additional RFI questions, DRAFT CLIN Structure, and DRAFT Contract Clauses are limited to 30 pages in length, 12pt font with 1 inch margins and shall reference or follow the proposed question in a Word Document (.doc or.docx). (3) Reponses for the DRAFT SRD shall be in the posted format and follow the instructions above. (4) Responses shall be submitted via e-mail to William Keaney at William.Keaney@wpafb.af.mil AND Betty Clingerman at Betty.Clingerman@wpafb.af.mil. Also, a CD copy shall be sent via mail to: Betty Clingerman, Contracting Officer ASC/WISK Bldg 46, 1895 5th Street Wright-Patterson AFB, OH 45433-7233 CLARIFICATION: Point of Clarification to Industry in referring to previous Attachment: Industry Day Responses Questions (Posted 18 May 11). Referring to Question #5 - The Government will require 2-3 contractor-owned production representative aircraft for the USAF qualification testing one month after contract award. INDUSTRY DAYS: For Industry Days, please bring any questions you may have at that time to support any necessary discussion on the documents released in this posting (DRAFT SOO, DRAFT SRD, and CRFI Questions). NOTE: This release of DRAFT Documents is in part for preparation for release of a Draft RFP. It is NOT a solicitation. This is NOT an Invitation for Bid (IFB) or a Request for Proposal (RFP). The Government does not intend to award a contract on the basis of these Draft Documents. The Government will not provide reimbursement for costs associated with this request. Responses will be treated as information only and will not be used as a proposal.
