- Description
- The Department of Veterans Affairs, Office of Construction and Facilities Management (CFM) is seeking Service-Disabled Veteran Owned Small Businesses (SDVOSB) for construction associated with the VA Southern Nevada Healthcare System, North Las Vegas, NV, Project 593-202H, for the construction of a 3.3 MW Photovoltaic System. The VA Southern Nevada Healthcare System is located at 6900 N. Pecos Rd. North Las Vegas, NV 89036. This procurement provides for all construction services including labor, materials, transportation, supervision and equipment necessary for the construction of a 3.3 MW Photovoltaic System. Site preparation, landscaping and minor road realignment shall be included. The estimated cost range for this project is between $20,000,000 and $50,000,000. The applicable North American Industry Classification System (NAICS) is 236220 and the small business size standard is $33.5 Million. Solicitation documents will be posted at www.fbo.gov on or about June 1, 2011. In order to obtain the documents, Service-Disabled Veteran Owned Small Businesses (SDVOSB) must download all solicitation (plans & specifications) documents at www.fbo.gov. SDVOSB must be registered in the Central Contractor Registration (CCR) database at http://ccr.gov prior to award and must also be registered as a SDVOSB concern at the VetBiz Vendor Information Pages at www.vip.vetbiz.gov. The SDVOSB must be registered in CCR and have a DUNS number by registering for the Register to Receive Notification list at http://www.fbo.gov, the SDVOSB will be notified by e-mail of any new amendments that have been issued and posted. No other notification of amendments will be provided. SDVOSB concerns are advised that they are responsible for obtaining and acknowledging any amendments to the solicitation. Check www.fbo.gov for all amendments BEFORE you deliver/send your proposal to the designated person, place, date and time. Only SDVOSB concerns may submit an offer, which shall be considered by the Department of Veterans Affairs. A Pre-proposal Conference and small business workshop are scheduled for June 22, 2011 at 10:00 AM local time at the VA Southern Nevada Healthcare System is located at 6900 N. Pecos Rd., at the 120-Bed CLC (Building 5), Room 2F104, North Las Vegas, NV 89036. All prospective bidders, consultants, subcontractors, equipment and material suppliers, are invited. There will be no public bid opening. All offerors must ensure that their firms have the ability to provide a Bid Bond as well as both 100% Performance and Payment Bonds. The proposals will be evaluated and award made utilizing the Best Value method per FAR Part 15. The contract will be awarded subject to availability of funds. Offerors are advised that award may be made without discussion.
