Description
STATEMENT OF WORK OBJECTIVE: The Industrial Base Planning Division of Defense Logistics Agency (DLA) Troop Support (DTS-FTGA) will work in coordination with the successful offeror to evaluate the current rack formula and reagent process, document the problems that vendors are experiencing with the materials and formulas used in the current retort racks and develop a new formula that will result in a more robust and long-lasting rack. DTS-FTGA is seeking a replacement for the current rack material, formerly provided by EXXON, which is no longer available. The new formula will be used to extend the lifecycle of the retort racks. PROBLEM: Vendors have indicated that the current material degrades within 2-3 weeks of use. BACKGROUND: The compound reagent used in the manufacture of retort racks is no longer produced by Exxon. The materials used in the current formulation process create defects in the racks as material "dried out" the racks through the retort heating process. This causes a degradation of the rack material, reduces the efficiency of the racks and decreases the lifecycle of rack. CONFIDENTIALITY: Upon completion of the project, the final decision and inspection of the new rack formulation process using new material/reagents will be completed by the successful offeror and the confidentiality of this project will be limited to the successful offeror and Mr. Nicholas McGinty (Chief, Industrial Base Planning Division). PROJECT COSTS/INVESTMENTS: The Capital Investment made solely by the Industrial Base Planning Division for this project is estimated to be $30,000. PURPOSE/CLARIFICATION OF PROJECT GUIDELINES: All project status reports, the final report, any and all modifications and/or upgrades to the rack formulation process and any finished product(s) (i.e. racks made to test the formula) are to be provided solely to Mr. Nicholas McGinty, (Chief, Industrial Base Planning Division) and become the property of the U.S. Government. DELIVERABILES: An appropriate PP formulation that meets the performance requirements for polytray retort rack applications will be provided to DSCP at the end of the project period.
