Description

Joint Biological Standoff Detection System, Increment II Ammended Presolicitation Notice The U.S. Army Contracting Center, Natick Contracting Division, on behalf of the Joint Project Manager - Biological Defense (JPM-BD), intends to issue a full and open competition solicitation under FAR Part 15, to further develop prototype systems (contractor or Government Furnished Equipment) for the Joint Biological Standoff Detection System, Increment 2 (JBSDS2). The JBSDS2 will provide standoff detection, tracking, and discrimination of Biological Warfare Agent (BWA) clouds. The Government does not intend to use FAR Part 12 for this acquisition. It is anticipated a combination fixed price incentive - firm target, and firm fixed price type contract shall be awarded to up to three different contractors. In accordance with FAR 16.403-1, the contractor's accounting system must be adequate for providing data to support negotiation of final cost and incentive price revisions. The Request for Proposal (RFP) is expected to be issued on or about 15 June 2011. The North American Industry Classification System (NAICS) code for this procurement is 334511 with a size standard of 750 employees. In accordance with DFARS 252.204-7004, Alternate A, all interested offerors shall be registered in the Central Contractor Registration (CCR) database. The primary objective of this procurement is to competitively develop and mature biological standoff detection prototype systems as part of a 2 phase process for the JBSDS 2 program. Phase 1 is the Technology Development effort. This effort requires the development of candidate prototypes based on target requirements outlined in the JBSDS 2 purchase description. This developmental effort will require the fabrication and development of Biological Warfare Agent (BWA) standoff detection and discrimination hardware, software development, prototype testing at multiple locations, and a preliminary design review (PDR). Phase 2 will follow the Technology Development effort as a separate Request For Proposal (RFP), and will initiate the Engineering and Manufacturing Development and Low-Rate Initial Production Phases of the JBSDS 2 system.. Proposals will be evaluated on a Best Value basis. Proposal costs shall not be reimbursed.
