Description
The National Aeronautics and Space Administration (NASA) is hereby requestinginformation from potential sources for a web-based Commercial Off-the-Shelf (COTS)solution to replace the existing NASA contract management system.No solicitation exists; therefore, do not request a copy of the solicitation. If asolicitation is released it will be synopsized in FedBizOpps and on the NASA AcquisitionInternet Service. It is the potential offerors responsibility to monitor these sitesfor the release of any solicitation or synopsis.Please advise if the requirement is considered to be a commercial or commercial-typeproduct. A commercial item is defined in FAR 2.101.NASAs market research may result in the acquisition and deployment of a replacement forthe Agencys current web-based contract management system that will satisfy NASAsEnterprise Application requirements.NASAs functional requirements for a contract management system focus on the followingareas: Contract Writing System, Data Management and Reporting, Procurement WorkloadManagement, and Contract Administration. NASA is assessing its current automated contract writing capabilities and as part of thisprocess is conducting a market review of sources other than its current provider. Thefocus is to take advantage of advancements in technology while benefiting fromcompetitive industry trends. NASA currently utilizes Compusearch Software Systems' PRISMv6.5 contract writing system. This system has been in place since 2006 and is interfacedwith SAPs mySAP Enterprise Resource Planning software.Basic system needs are as follows: Support the needs of the full acquisition lifecycle from purchase request receipt tosolicitation/amendments; milestone planning and tracking; contract award andmodification; issuing delivery orders and modifications; contract administration,simplified acquisitions and contract closeout; Ability to interface with SAPs mySAP software and to Fed Biz Opps; Interface with Federal Data Procurement System-Next Generation (FPDS-NG); Have the capability to perform centralized collection and reporting of accurate andtimely contract and financial data by contract line item with multiple appropriations; Be fully capable of supporting approximately one thousand users at 12 center locationsin different geographical locations as well support off-site user access whileteleworking. Each of the Center Procurement Offices provide a full range of procurementsupport services/functions (including major systems contracting, major operationscontracts, support service contracts, supply contracts, grants, cooperative agreements,and small purchases) to its respective Center and its strategic Programs and Projects. FAR and NFS library and databases Capability to process concurrent modifications on a single contract Capability to create a conformed copy of a contract Web-based audit trail authority levels; Electronic signature capability; Document storage; and Support complex/hybrid contract types, complex funding and pricing arrangements andlarge numbers of contract modifications.Respondents are highly encouraged to provide product information and offer approachesthat merit further consideration. NASA is particularly interested in a contract writingsystem that has the capability to support the unique legal, regulatory, and businessrequirements for Federal procurements.Interested parties should provide a capabilitiespackage to include: The name and location of your company and contact information. Please ensure contactinformation includes the name of the point of contact, email address, and telephonenumber should the Government have questions regarding individual responses. Systems descriptions/specifications capabilities that fully describe operationalfunctionality, infrastructure, and maintenance requirements, to include concepts fordeployment, data migration considerations, and training as they relate to the followingfour focus areas: Procurement Management Workload management, milestone generation, and othermanagerial applications. Contract Writing Federal Acquisition Regulation (FAR) based document generationsystem (DGS) capable of creating and modifying documents from solicitation to award. Data Management System capable of seamless data sharing and management reporting. Contract Administration DGS capable of generating and tracking modifications,notification system capable of accommodating pending or past due administrativeactions/deliverables, and checklist/tracking system for closeout activities. Prior/current experience providing contract writing systems to federal agencies withinthe last three years, including contract number, organization supported, customersatisfaction surveys or data (if available) to support overall end-user satisfaction withfunctional and technical aspects of the system, whether performance was as a prime orsubcontractor, total contract value and a Government point of contact with currenttelephone number and email address. This synopsis is for information and planning purposes and is not to be construed as acommitment by the Government nor will the Government pay for information solicited. Allresponses will be evaluated for merit and technical feasibility. Additional informationor demos may be requested to support an ongoing requirement analysis which willincorporate findings and recommendations for a cost effective, user-friendly andhighly-productive system. Respondents will not be notified of the results of theevaluation. Respondents deemed fully qualified will be considered in any resultantsolicitation for the requirement. All questions, inquiries and responses must be inwriting. Telephone inquiries will not be accepted.The overall vendor response shall not exceed 10 pages including all Exhibits andAttachments using 12 point font for all text (excluding graphs and figures).
