Description
The U.S. Army Corps of Engineers, New England District is issuing a Sources Sought Announcement for a construction project for Upgrades to the HVAC systems in multiple building at the Westover Air Reserve Base (ARB), Chicopee, Massachusetts to determine the interest, availability, and capability of Service-Disabled Veteran-Owned, 8(a), HUBZone, Economically Disadvantaged Women-Owned and Small Business concerns as described below. The NAICS code for this procurement is 238220. The estimated construction cost is between $500,000 and $1,000,000. The project is planned to be issued on or about 1 July 2011 and the contract performance period is 12 months. The ARB is upgrading the HVAC systems in multiple buildings to provide an emergency air distribution shut off system in accordance with UFC 4-010-01 (DoD Minimum Anti-Terrorism Standards for Buildings). The HVAC upgrades include replacement of all outside air supply, exhaust, and relief dampers with automatic low leakage dampers; and installation of a master emergency HVAC shut-off switch in each building. Activation of the emergency shut-off switch will stop all building fans and close all outside air dampers. Interested firms should submit a capabilities package to include the following: business classification (i.e. HUBZone, etc.); bonding capacity, qualifications and experience in performing the high voltage work requirements stated above; and proof of capability of completing projects of this type given tight time constraints. Please include an example of the firm's experience with this type of construction and coordination. Responses are due May 20, 2011. Responses should be addressed to the U.S. Army Corps of Engineers, New England District, 696 Virginia Road, Concord, MA 01742-2751, ATTN: Raushanah Muhammad. Responses are limited to twenty pages. Firms interested shall provide the above documentation in one original form and one copy. The Government will not pay for any material provided in response to this market survey nor return the data provided. This notice is for information purposes only and is not a request to be placed on a solicitation mailing list nor is it a Request for Proposal (RFP) or an announcement of a solicitation. The results of this survey will be considered to be in effect for a period of one year from the date of this notice.
