Description
The U.S. Army Corps of Engineers, Buffalo District intends to negotiate and award a firm-fixed price contract on a non-competitive basis in accordance with FAR 6.302-1(a)(2) based on the fact that only one responsible source and no other supplies or services will satisfy agency requirements. The intended effort will be with Williams Electric Company, Inc., Fort Walton Beach, Florida. The effort is for operation and maintenance services for the electronic security system (ESS) currently being installed by Williams Electric at the Niagara Falls Storage Site (NFSS), Lewiston NY, under the formerly Utilized Sites Remedial Action Program (FUSRAP). The ESS currently being installed will protect on-site radiological materials (from the World War II Manhattan Project) from criminal or terrorist activity. A five year contract period is anticipated, and will include requirements for ESS preventive maintenance inspection, maintenance service of the alarm system, perimeter and building Intrusion Detection Systems (IDS), Closed Circuit Television (CCTV) system, weather station, radiation monitors, WEB interface and other components associated with the ESS. This work may also require the replacement of malfunctioning or damaged equipment. The NAICS Code is 561621; Size Standard is $11.5M. Only those personnel who are U.S. Citizens and posses a valid and current SECRET clearance from the U.S. Government shall be allowed to work on the electronic equipment. This includes electronic equipment installation, programming, calibration, testing, and all documentation related to ESS, which includes IDS, CCTV, and Central Command and Control System, at the site and its remote interfaces as well as access to the ESS. All exterior work related to fences, CCTV poles, trenching, excavation, back-fill, conduit placement, cable routing and electrical power equipment is exempt from the SECRET clearance requirement. All contractor employees and any subcontractor personnel shall provide proof of citizenship or legal residence in the United States. Any firm that believes it can meet this requirement may give written notification to the Contracting Officer within 15 days from the date of publication of this announcement. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received will be evaluated; however, a determination by the government to compete the proposed procurement based on responses to this notice is solely within the discretion of the Government.
