Description
The Naval Surface Warfare Center Panama City Division intends to solicit HIP Consulting, LLC 86 Ann Marie Drive, Holliston, MA 01746-1202 on a sole source basis to provide consulting expertise services to assist in the development of a research and development, test and evaluation plan for the introduction of a new and improved Navy submarine steam suit. The highly specialized submarine steam suit ensemble, comprised of four integral components: an insulated hood, a steam vapor protective suit, a pair of mittens, and a pair of steam boots, is worn over the fire protective garment (FPG) and Self-Contained Breathing Apparatus (SCBA) to protect personnel from scalding during steam pipe breakage catastrophes. HIP Consulting provided the expertise for the current submarine steam suit and is the only company with the required knowledge to assist in the new development of the research and development, test and evaluation plan. Utilizing other companies would increase development timelines, cost, and risk. Therefore, it is in the Government ™s best interest to award a consulting contract to HIP Consulting, LLC. Award will be based on a fair and reasonable price with a period of performance of 180 days from the date of award. A determination by the Government not to compete this proposed contract, based upon responses to this notice, is solely within the discretion of the Government.
