Description
Solicitation Number DE-RP65-11WA-00135, Sources Sought. This is a sources sought announcement and shall not be construed as a formal solicitation or obligation on behalf of the Government to acquire products, goods or services. Currently, funds are unavailable for this requirement and have not been appropriated for this announcement. Please be advised that any information provided or furnished by prospective offerors in response to this announcement is voluntary and done so at no costs to the Government. The Department of Energy, Western Area Power Administration (WAPA) Corporate Services Office (CSO), located at 12155 W. Alameda Parkway, Lakewood, CO 80228 is seeking information from qualified and eligible companies capable of providing commercial Human Resources Software applications compatible with integrated People Soft, Excel and Access software. Western is conducting market research to identify companies capable of providing commercial information technology software applications in support of Human Resources Business Intelligence and Business Analytics. The Government is seeking information from vendors with abilities to provide demonstration capabilities of supporting Western's Human Resources Department initiatives through a no fee live software demonstration. As a minimum, information provided shall include maintenance support packages for a period of one year from date of licensing, capabilities to forecast trends, retirements, demographics, risk management, generation x and y factors, integration with existing software of people, soft, excel, access, Human Capital Development, Human Capital Modeling, Work Force Planning, Statistical Analysis on attrition forecasting, probability analysis, "so what and uncertainty analysis," retention rates, recruitment analysis and dash board applications for Human Resource and other functional areas. In addition, the Government is looking for companies capable of providing on call technical support on a cost fee basis, and companies that have the ability to demonstrate and provide sample pricing for customer reviews. Western's requirement for an initial "on site" customer training plan is incomplete until the customer states all training objectives are achieved. Companies or businesses that have capabilities of providing these products and services are encouraged to submit a Capability Statement along with supporting commercial literature (as applicable) that fully describes software products available and capabilities, system requirements, and compatibility with Western's systems identified as outlined in this announcement. Company capabilities to provide integration support, training to Western users and on call support for software applications (when requested) are essential and must be addressed in your capabilities package. In addition, please provide a general description of your company's software licensing requirements, terms and conditions for software upgrades and support. Offerors are encouraged to provide as much detail as relevant in regards to public prices (if applicable) for software purchases, integration, training on-call support (if needed), and any annual software licensing renewals and software upgrades. Information provided will not be disclosed to other businesses. Please include with your package any information as it pertains to having a General Services Administration Contract (include GSA contract number, point-of- contact information, phone number, etc...). All responses to this announcement shall be submitted in writing to The Department of Energy, Western Area Power Administration (WAPA) Corporate Services Office (CSO), located at 12155 W. Alameda Parkway, Lakewood, CO 80228. Responses are due by no later than June 21, 2011. Interested firms are reminded in accordance with FAR Part 4.11, prospective contractors are required to have an active registration in Central Contractor Registration, (CCR) and IAW FAR Part 4.12, prospective contractors must complete electronic on line annual representations and certifications (ORCA) databases before receiving contract award.
