Special Notice Announcement for Compatibility Check with U.S. Army Enablers for Individual Carbine (IC) Competition Weapon Candidates UPDATE: The Government will make an additional item available for use during the Compatibility Check the Grenade Rifle Entry Munition Training Round (GREM-TP), which is an inert round. This item has been added to the list of items mentioned below in this announcement. The U.S. Army Contracting Command - Picatinny (ACC-PICA), Picatinny Arsenal, NJ 07806-5000, on behalf of the Program Manager for Soldier Weapons (PM SW), Picatinny Arsenal, NJ 07860-5000, is announcing a Compatibility Check with the U.S. Army enablers for all potential Individual Carbine (IC) Competition weapon candidates. The purpose of this Compatibility Check is to allow all vendors an opportunity to better prepare their proposals for the IC competition. Manufacturers of potential IC weapon candidates are invited to conduct a compatibility check using their own carbines with the U.S. Army enablers. Compatibility checks will occur over the next couple of months, with an exact schedule to be provided to each vendor at a TBD date upon the conclusion of the registration period. Contractors will be assigned a schedule on a first-come, first-served basis, for access to the Army enablers. The Compatibility Check will be held at H.P. White Laboratory, Inc., located at 3114 Scarboro Road, Street, MD 21154. The Government will make the following enablers available for use at the H.P. White Laboratory facility: M9 Bayonet; M26 Modular Accessory Shotgun Systems; M203A2 Grenade Launcher; M320A1 Grenade Launcher; M23 Blank Firing Adaptor; M68 Reflex Sight w/Mount; M150 Rifle Combat Optic; PEQ-15 (Laser/Light); PEQ-15A (Infrared Aiming Laser); AN/PAS-13; Thermal Weapon Sight; AN-PSQ-23 (STORM) (Multi-functional laser system); and the Grenade Rifle Entry Munition Training Round (GREM-TP). Each vendor will be allotted an initial time period of eight (8) hours and a follow-up time period of four (4) hours (if needed). This is a non-firing Compatibility Check. Therefore, function firing of the various enablers will not be permitted nor will batteries be provided for operation of the devices. In addition, vendors participating in the Compatibility Check will not be furnished any ammunition, nor will they be allowed to bring their own ammunition to fire their weapons with any of the accessories, to include the Government-provided M320 Grenade Launcher, M203A2 Grenade Launcher or the M26 Modular Accessory Shotgun System. During the Compatibility Check, vendors will have time to check their attachment and detachment methods and to take any necessary measurements needed with the Army enablers. INSTRUCTIONS: Interested vendors must register to participate by contacting Holly Gregg via email, at holly.gregg2@us.army.mil. The registration shall end ten (10) business days effective from the first day of this original posting and will be scheduled on a first come, first-served basis. After the Registration Period (23 May to 3 June, 2011) has ended, each vendor will be assigned a time slot to conduct their Compatibility check. The amount of time for the compatibility check will be the same for all vendors. Vendors are allowed to bring multiple weapons and three (3) representatives total will be enforced due to limited arms room space. The costs associated with the usage of H.P. Whites facility during the Compatibility Checks will be provided by the Government. No Government furnished property will be removed from H.P. Whites facility. Full accountability of the Government furnished property provided for this compatibility check will be maintained. NOTE: The Government will not be responsible for any expenses incurred by a vendors decision to participate in the vendor Compatibility Check (e.g., travel and transportation costs, etc.), nor will the Government be responsible for any damages incurred to a vendors weapon systems and/or equipment or injury to participants as a result of the Compatibility Check. There will be no Government representation during the Compatibility Checks.
