Description
(i) This is a combined synopsis/solicitation forone each SPT Penetration Per Blow recorder/counter in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is R11PS80886 and the solicitation is issued as a request for proposal (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-50. (iv) The set-aside is Total Small Business, the associated NAICS code is 334513, and the small business size standard is 500 employees. (v) The following is a list of contract line item numbers (CLINs) and items, quantities and units of measure.(CLIN 0001) one(1) each SPT Penetration Per Blow recorder/counter. a) Reclamation has a requirement to measure and record the incremental penetration in the Standard Penetration Test (SPT) performed in accordance with American Society for Testing and Materials (ASTM) D 1586 and D6066. This geotechnical test consists of driving a 2 inch split barrel sampler 1.5 ft into the soil at the base of a drill hole and counting the number of blows. The number of blows in the last 1.0 ft of penetration is termed the SPT "N" value. Reclamation records penetration per blow using manual hand techniques now and desires and instrument to collect and record and store the data for post processing. b) The boring is advanced with a heavy geotechnical drilling rig and Diamond Drill Core Manufacturing Association (DCDMA) standard NWJ rods are used during conduct of the test. c) The instrument shall be non-contacting with only a simple to use target to be attached to the NWJ rods. d) The sensor to measure the incremental penetration should transmit the data wirelessly to a rugged field computer system made for outdoor field use in all climate conditions. e) The sensor must remain stable during the test. The ruggedized field computer should be equipped with software to display the incremental penetration, and hammer rate during conduct of the test and display the N value at the end of the test. The incremental penetration data should be stored in Microsoft Excel 2007 or similar format and must be easily transferable to other windows based computers. (vi) The description of requirements for the items to be acquired is one (1) each SPT Penetration Per Blow recorder/counter as described in (v). (vii) The following are the date and place of delivery and acceptance and FOB point.(0001) ThePer Blow recorder/counter must be delivered no later that 60 ADC. The place of delivery, acceptance, and FOB point is the Denver Federal Center, 6th Ave. and Kipling St, Building 56, Denver, CO 80225. (viii) Provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. (ix) Provision at 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. The offerors' following criteria will be evaluated in this order: (i) technical capability of the item offered to meet the Government's requirement; (ii) price; and (iii) past performance. (x) If the offeror has completed the annual representations and certificates electronically at https//orca.bpn.gov, the offeror shall complete only paragraph (b) of 52.212-3, Offeror Representations and Certifications -- Commercial Items. If an offeror has not completed the annual representations and certifications electronically at https://orca.bpn.gov, the offeror shall complete paragraphs (c) through (o) of 52.212-3, Offeror Representations and Certifications -- Commercial Items. (xi) The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. (xii) The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, applies to this acquisition. The additional FAR clauses cited in the clause applicable to the acquisition are (a) 1, 2, (b) 10, 12, 14, 20, 23, 24, 26, 27, 28, 29, 36, and 44 (xiii) The clause at WBR 1452.239-81, Commercial Off-the-Shelf Software Bureau of Reclamation, applies to this acquisition.
