Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number, W900UE10900500, is issued as a request for quotation. The solicitation document and incorporated provisions and clauses are those that are in effect through Federal Acquisition Circular 2005-50. This is a full and open solicitation referencing NAICS code 611699 with a size standard of $6,500,000.00. This requirement is for a firm fixed priced contract for the following services. Maritime Shipboard CBRNE/Operations Training: Instructor Led Training, Off Site, at Contractor's Facility/Classroom. Proposed courses shall be commercially-available off-the-shelf training and/or course developed within the guidelines of the Performance Work Statement (PWS). Courses shall have a defined course title, length of time (i.e. hours and days, etc.), description of material to be taught (i.e. syllabi, table of contents, etc.), and what materials are included (i.e. books, pamphlets, software, vessel etc.). Proposed professional services shall be in support of planning, creating, and/or executing test administration, learning management, customized subject matter specific training and/or educational courses that are delivered via an instructor-led (i.e. traditional classroom setting at contractor's facility). At minimum, proposed professional services in support of planning, creating, and/or executing a customized course(s) shall include labor categories (i.e. Subject Matter Experts (SMEs), Program Managers, Project Managers, Research Assistant, Technical Specialist, etc.), subject matter(s), and methodology(ies) to be used. Contractor will identify the Off-Site Training Location to be at no more than 250 miles from Ft. Indiantown Gap, Annville, PA. The 250 miles requirement is due to the fact the students will be driving the unit GSA vehicles containing the training equipment required to conduct Civil Support Team operations. Item 0001: Maritime Shipboard CBRNE/Operations Course - Up to 22 Individuals. Lump sum price for class. The Provision 52.212-1, Instructions to Offerors -- Commercial, 52.212-4, Contract Terms and Conditions -- Commercial Items, and 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders -- Commercial Items applies to this acquisition. Provision 52.212-2, Evaluation -- Commercial Items applies to this RFQ and technical capability, price and past performance are the specific evaluation criteria. All offerors will complete a copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with their offer. Offers are due 08 June 2011 no later than 11:00 a.m. EST (local time) at the USPFO for Pennsylvania, DMVA, Bldg 0-48, ATTN: P & C Room 242, FTIG/Annville, PA 17003 - 5003.
