HHS SECTION 508 PRODUCT ASSESSMENT TEMPLATE These are answers to questions asked during the competition phase. 1. After initial internal discussion, it would appear this opportunity is focused primarily on Internet connectivity, or service associated with a strict Internet service provider (ISP), such as Comcast, Verizon, AT&T, etc., as opposed to having a content delivery focus or element. Is there anyone who could substantiate this view or be a source for a little more of a technical specification? Yes, this solicitation is for ISP connectivity service and not for content delivery. 2. I wanted to make sure we could select a correct partner. Do you have a list of current carrier providing service to NIH/CIT. We would provide the local access (loop) services, route diverse from the current infrastructure back to the carrier of your choice. NIH/CIT Internet connectivity is currently provided by Sprint and Time Warner. Plans are that Verizon will be a provider in the near future. 3. Names of countries that will be eligible to participate in this tender NLM requires extensive Internet coverage in the US, since the majority of users of NLM services are located domestically. International coverage is also required since many users and partners are located around the globe. 4. Would the government like to see our past performance/ corporate related experience in the technical or business proposal? Please place the past performance / corporate related experience in the technical proposal. 5. Section 8.0 - Place of Performance - The SOW states the service address to be 8600 Rockville Pike. Is there a specific building numbers that should also be referenced? No. 6. Section 5b - Leased Circuits - The SOW requires "Gigabit Ethernet connectivity with a bandwidth of 2G per second". Is NLM asking for multiples GigE (1G) connections to establish the 2G bandwidth or a single 10G connection for the immediate need and future growth increments? If NLM is asking for a single 10G connection, will NLM accept an optional service type to Ethernet service such as DWDM or OC-192? The initial requirement is for 2 Gpbs bandwidth. This can be provided by 2 - 1Gbps circuits, or a 10Gbps circuit that is rate-limited to 2 Gbps. NLM requires Ethernet termination on its border router. The vendor can provide optical service to the NLM frame room; however the handoff to the NLM border router is required to be Ethernet. 7. Section 5b - Leased Circuits - "NLM's Internet Connections must be physically diverse from NIH/CIT's Internet connections." Will NLM please provide the route information associated with the existing NIH/CIT Internet circuit? This is needed to ensure the route for our proposed solution is physically diverse from the NIH/CIT connection. The NIH/CIT campus Internet connection is provided by AboveNet fiber that is patched from the Rockville Pike egress to the NIH-owned duct bank on the NIH campus. From there it runs to NIH Building 12. 8. Can you provide me with the current list of ISPs? The current CIT/NIH ISPs are Time Warner, Sprint, and Verizon. 9. In the TOC pdf RFP document, the following references listed below are made to Attachments provided in Section J. In going to Section J these Attachments are not found. Additionally, they are not found out on the website. Disregard the section J reference. It will be removed from the RFP. 10. Technical Proposal - Page 39, states Technical Proposal Instructions as specified in Section J, List of Attachments Disregard the Section J reference. It will be removed from the RFP. 11. Business Proposal - Page 39, states Business Proposal Instruction as specified in Section J, List of Attachments Disregard the Section J reference. It will be removed from the RFP. 12. Proposal Summary and Data Record (NIH-2043) -Page 39, states (See Section J, Attachment entitled - Proposal Summary and Data Record) Disregard the Section J reference. It will be removed from the RFP. 13. Separation of Technical and Business Proposal - page 39, states (See Section J, Attachment entitled - Technical Proposal Cost Summary) Disregard the Section J reference. It will be removed from the RFP. 14. Proposal Summary and Data Record (NIH-2043) -Proposal Summary and Data Record - referenced on Page 39 Disregard. It will be removed from the RFP. 15. The "HHS Section 508 Product Assessment Template" - page 48, states is included in Section J, List of Attachments The document is attached to the posting. 16. Breakdown of Proposed Estimate Cost (Plus Fee) & Labor Hours - page 54, (Section J, List of Attachments) Disregard. It will be removed from the RFP. 17. Small Business Contracting Plan Example - page 54, states See Section J - List of Attachments, Business Proposal Attachments of this RFP for an example of this plan. Disregard.
