PDF version of combined synopsis/solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is DHAM10110. The solicitation is issued as a request for quotation (RFQ). This notice and the incorporated provisions and clauses are those in effect through the Federal Acquisition Regulations (FAR) Circular FAC 2005-51 effective 15 April 2011 and Defense Federal Acquisition Regulations Supplement (DFARS) Case 2011-D001 effective 22 February 2011. This is an unrestricted procurement. The associated NAICS code is 511210 and the small business size standard is $25,000,000. A list of contract line item number(s) and items, quantities and units of measure follow: ITEM: 00001 QTY: 1 UNIT: Each DESCRIPTION: SE Silver Extended Support TECHNICAL SERVICES REQUIRED Continued Standard Integrated Document Control and Coordination System (SIDCCS) Support: SE-PID SE-OTN SE-POB SE-POJ SE-AD-JDB SE-OMB SE-OPS SE-EPD SE-EPT SE-POS SE-POD The contractor will provide continued maintenance for the existing Perpetual Licenses for WebMethods Integration Platform Production and Partner Server software that support the continued use of the SECDEF Correspondence Systems. This software provides the backbone of the SIDDCS application and supports the various correspondence control and tracking solution for Action Officers at a minimum, the contractor will provide Silver Extended Support maintenance for the following: • WebMethods integration Platform Production CPU • WebMethods Trading Networks • Adapter Development Kit • EbXML module • EJB Adapter • XSLT Module • JDBC Adapter • WebMethods Modeler • Development Environment • Testing/Staging Environment • Partner Server • Development Environment • Testing/Staging support The item is to renew perpetual WebMethods enterprise web services maintenance. Period of Performance: 01 April 2011 - 31 March 2012 Software maintenance is effective date of order. There were no new releases or versions received during the period 01 April 2011 through date of order. However, the government is entitled to maintenance releases and versions developed for the solicited item during this period at no additional cost. There shall be no reinstatement or reactivation fees for software maintenance that is provided for this period. Section 508 of the Rehabilitation Act of 1973 (29 U.S.C. 794d) requires Federal agencies acquiring Electronic and Information Technology (EIT) to ensure that Federal employees with disabilities have access to and use of information and data that is comparable to the access and use by Federal employees who are not individuals with disabilities. b. All EIT procured under this contract/order must meet the following 36 CFR 1194 accessibility standards. The standards do not require the installation of specific accessibility-related software or the attachment of an assistive technology device(s), but merely require that the EIT be compatible with such software and device(s) so that it can be made accessible if so required in the future. d. Contractors may propose products or services that result in substantially equivalent or greater access to and use by individuals with disabilities; this is known as equivalent facilitation. FAR 52.212-1 Instructions to Offerors-Commercial Items is incorporated by reference and applies to this acquisition. FAR provision 52.212-2, Evaluation-Commercial Items is incorporated by reference and applies to this acquisition. The evaluation is Lowest Price Technically Acceptable. Offeror shall include a completed copy of the provision at far 52.212-3, Offeror Representation and Certifications. Note: If your firm's representations and certifications have been entered into the http://orca.bpn.gov/, your firm is not required to submit additional representations and certifications. However, your firm must provide its DUNS number and a statement that the Online Representations and Certifications (ORCA) website has current information. The provision may be obtained at http://www.acquisition.gov/far. FAR 52.212-4, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (JUN 2010) is incorporated by reference and applies to this acquisition. FAR 52.212-5 (Dev), Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items (Deviation), applies to this acquisition. The Government intends to make a single award to the responsible offeror whose offer conforms to the requirements as stated in this combined synopsis/solicition and is most advantageous to the Government based on the lowest price technically acceptable methodology.
