THIS IS AN AMMENDMENT TO THE PREVIOUS POSTING R11RI80878. THIS IS NOT A SOLICITATION OR A REQUEST FOR PROPOSAL (RFP). THIS REQUEST FOR INFORMATION IS FOR PLANNING PURPOSES ONLY AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO ISSUE A SOLICITATION OR ULTIMATELY AWARD A CONTRACT. ANY COST INCURRED AS A RESULT OF THE ANNOUNCEMENT SHALL BE BORNE BY THE INTERESTED PARTY (PROSPECTIVE OFFEROR) AND WILL NOT BE CHARGED TO THE GOVERNMENT FOR REIMBURSEMENT. This is a Sources Sought Notice/Request for Information for recycled-content paper supplies and services for all bureau and offices the U.S. Department of the Interior (DOI). Interior is a United States federal agency based in Washington, DC with more than 1,800 plus offices across the contintential United States of America, Alaska and Hawaii including U.S. Territories including Guam, Puerto Rico and the Virgin Islands (See Attachment). DOI currently has approximately 68,000 employees. The purpose of this potential Strategic Sourcing Initiatives is to leverage DOI's collective resources, consolidate Department's recycled-content paper requirement, to develop a best-value solution that reduces Interior's carbon footprint and achieve significant cost savings. It is estimated that the average DOI employees uses approximately 10,000 sheets of multipurpose copy paper per employee is used per year. If DOI decides to proceed, the anticipated period of performance for the contract is a base twelve-month period, plus four (4) twelve- month option periods for a total not to exceed a period of sixty months. The DOI is considering potential options to purchase recycled-content paper supplies and services to include but not limited to: -Supplying all recycled-content paper required to support an organization the size of the DOI (described above)- Providing ream, carton and skid quantities of paper at rates discounted from GSA Schedule - Providing desktop paper inventory management services at various locations - Providing purchase reporting, discount savings and service costs summaries on a recurring basis (monthly, quarterly, etc.)-Promoting use of 50 percent or greater PCW and PCF recycled-content paper for Departmental use at competitive pricing at or below 30 percent recycled-content paper pricing The following questions outline high-level business requirements for paper supplies and related services to include capacity, security, and technical specifications. INFORMATION REQUESTED : Responses to this Sources Sought Notice should include the organization's full name and headquarters location. Responses should also include the name of a point-of-contact and his/her e-mail and conventional mailing addresses. Firms are invited to demonstrate their capabilities by providing the responses to the following: 1) Provide a Statement of Capability (SOC) describing your company's experience in providing these types of recycled-content papers and related services of a similiar scale to government agencies (if any) and other large organizations. 2) Describe your methodology for strategic location/distribution of paper and inventory services.3) What are your methods for distributing paper supplies on a nationwide scale in the most cost effective approach on a large scale and presumed small carton quantity ordering? 4) What is your ability to provide "inside delivery" or desktop deliveries in the Metropolitan areas if required compared to dock or zone deliveries and how would this be handled? Please describe what options exist for such a contract and what methodologies would be the best leverage. 5) What is your ability to provide and your methods for providing in large metropolitan locations, paper inventory services? Ability to conduct inventory level inspections at a large site and develop minimum and maximum levels for each paper drop zone and track each zone as an individual bureau within a given location. 6) Website availability for immediate on-line ordering limited to approved recycled-content paper products, approval routing, tracking, and reporting? Electronic Catalog?7) Delivery time frame guarantees? For example, is next day delivery available for carton and skid volumes? How would you handle Rush orders? What type of delivery expectations are you able to provide for metropolitan areas or within your distribution center coverage? What type of delivery expectations are you able to provide for remote locations outside your coverage?8) What brand of recycled-content papers and its Post-Consumer Waster (PCW) percentage do you offer? Our requirement, per Executive Order 13514 requires a minimum of 30 percent recycled-content paper. Please list and identify all of the recycled-content paper products your company offers meet any of the following requirements (Microsoft Excel Spreadsheet with labeled columns):-Made in the USA-Buy American Act Compliant-Trade Agreement Act Compliant-Green Seal Certified-Forest Stewardship Council (FSC) Certified -Processed Chlorine Free-Totally Chlorine Free (TCF)-Recycled-content shipping boxes-Recycled-content paper wrapping-Paper produced using Alternative Power-Carbon Neutral Shipping-90 Brightness or higher-Acid-free for archival quality-Ancient Forest Friendly-Green-e? certified renewable energy 9) What type of high-performing and compatible paper guarantee are you able to provide for paper with more than 30 percent recycled-content to run through in single-sided and two-sided modes on all office equipment? Product Quality Assurance Guarantees?10) What is the most advantageous pricing methodology for paper distribution for a large scale contract with numerous sites, including remote locations? How do we minimize the base paper costs with shipping charges for locations outside large Metropolitan or vendor distribution centers? 11) Provide a listing of your Distribution Centers and the mileage circumference of what would be considered a local FOB Delivery vs. what might be shipped via third party carrier. 12) What is your ability for partnering with small businesses to support local economies?13) Is your company an authorized AbilityOne supplier?14) What options do you have to provide AbilityOne paper products?15) What is your Fill Rate Guarantee? How is this supported?16) Provide recommended methodology for the categories of paper DOI might consider. 17) What ordering-level discount options would be available for Quantity Price Breaks? 18) What are the salient characteristics of the recycled-content paper that you might offer and what, if any, JCP Paper Specifications do they meet? 19) What are the methods for distributing paper nationwide in the most carbon-neutral approach on large and small scales? Beyond purchasing offsets or credits, what fleet strategies does your company use?20) Does your company have an environmental management system (EMS)? Has your company ever received an environmental citation, if so what are the nature of those? Has your company ever received an environmental audit? Is your company ISO140001 certified? What is your company doing to minimize its environmental impact and increases the company's efficiency? The DOI is conducting a market survey to seek potential sources from qualified business. Companies qualified to do business with the United States shall be registered in the Central Contractor Registration (CCR) at https://www.ccr.gov/ and not be on the Excluded Parties List System (debarred list) at https://www.epls.gov.
