- Dear Valued Suppliers: DLA Troop Support's CONUS Subsistence Prime Vendor (CONUS SPV) Program is interested in your comments regarding the possible use of a "Firm Fixed Price with Economic Price Adjustment (EPA)" pricing model. Currently, CONUS SPV uses a "Fixed Price with EPA" business model which provides for weekly changes to the unit prices. Under a "Firm Fixed Price with EPA" model, a contract award's unit prices would instead remain fixed for a one-year base period, and be tied to a commercial index (such as the Consumer Price Index or Producer Price Index). If (and only if) the market price of a commodity or item increased above the ceiling cited in the EPA clause, the prime vendor would have the opportunity to request a price increase for a specific item or group of like items affected by the upward market increase. The Contracting Officer would in turn negotiate revised price(s) for said item(s), and he or she would ultimately approve or deny any unit price increase(s). Also, at time of option all unit prices would be subject to change (increase or decrease) based on the change in the commercial index cited. Once established, the revised option period prices would remain fixed for a one-year period and only subject to change based on the EPA process described above. DLA Troop Support Subsistence Prime Vendor Program is interested in your comments regarding the possible use of a Firm Fixed Price with Economic Price Adjustment (EPA). We are also receptive to other suggested pricing models. Following are specific questions to consider: Which commercial price index would you propose using? Consumer Price Index, Producer Price Index, or another? Why is the one you selected preferable to others? Are you able to keep your prices firm fixed for the proposed one year base period? For all commodities/items? Is there some lesser period you can keep your prices fixed, i.e., 6 months, 3 months? Is there another commercially-based pricing model that is better than the Fixed Price with EPA? If so, please describe in detail. We encourage your participation; please share your ideas regarding this issue.
