J&A for namebrand exact match only. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is SAQMMA11Q0170 and is issued as a request for quote (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-51. The associated North American Industrial Classification System (NAICS) code for this procurement is 423430 with a small business size standard of 100.00 employees. This requirement is a [ Small Business ] set-aside and only qualified offerors may submit quotes. All interested offerors must submit the following in order to be responsive to this notice: 1. Letter of quotation offering pricing for the requirements listed below. In addition please confirm how long the pricing will be good for on the quote (30 days preferred). 2. A letter of authorization from the manufacturer confirming as an official reseller of the product(s) and services being required. 3. Two past performance references identifying points of contact (POC) that have used the service and support being offered by your firm. Also include your firm's DUNN and Bradstreet number confirming your small business size status. The Department of State requires the following items, Exact Match Only, to the following: LI 001, 1 year Niksun Platinum renewal maintenance subscription package (S/w Upgrades, H/w warranty and helpdesk) for E series 7.5TB appliance. Support covers units A5214092008, A5215092008, A5924102009 and is in effect until 03/31/2012 LI 002, Option 2nd Year- 12 months Niksun Platinum renewal maintenance subscription package (S/w Upgrades, H/w warranty and helpdesk) for E series 7.5TB appliance. Support covers units A5214092008, A5215092008, A5924102009 and is in effect until 03/31/2013. LI 003, Option 2nd Year- Hardware Refresh for E series appliance includes HW Refresh -for units A5214092008 and A5215092008 LI 004, Option 3rd Year- 12 months Niksun Platinum renewal maintenance subscription package (S/w Upgrades, H/w warranty and helpdesk) for E series 7.5TB appliance. Support covers units A5214092008, A5215092008, A5924102009 and is in effect until 03/31/2014. Li 005, Option 3rd Year- Hardware Refresh for E series appliance includes HW refresh- for unit A5924102009. Contract Terms and Conditions - Commercial Items, applies to this acquisition. The following FAR clauses in paragraph (b) of FAR clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, will apply: 52.204-10; 52.219-6; 52.219-28; 52.222-3; 52.222-19; 52.222-21; 52.222-26; 52.222-35; 52.222-36; 52.222-37; 52.223-18; 52.225-13; 52.232-33. The full text of a FAR clause may be accessed electronically at http://www.acqnet.gov/far. Limited Source Justification is attached to the solicitation included in this notice. FAR 52.212-2(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors, listed in descending order of importance, shall be used to evaluate offers: 1. Price 2. Delivery 3. Past Performance 4. Technical Capability. Price, when combined, are significantly more important than delivery(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offers specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
