Description
Combined Synopsis/Solicitation for an Informatics consultant with Vista experience. (i) This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is VA-241-11-RQ-0393. The VA intends to issue a sole-source contract to Evergreen Design, 311 Boston Street, Guilford, CT 06437-2808 but will entertain other qualified offers. This requirement is not set aside. It is a research project conducted under the authority of FAR 6.302-2-3, Industrial mobilization; engineering, developmental, or research capability; or expert services. The NAICS Code is 541511. The VA is seeking an informatics expert to work in the context of VistA EMR and Regional Data Warehouse (Region 4 RD4) to oversee the design, development, and testing of informatics tools that will be used by researchers to query and retrieve VISTA EMR data, and use VISTA metadata to build a meta-data driven query informatics tool to access research data from R4D, VINCI, CDW and VistA. Data includes sensitive material. A detailed presentation of the required tasks is included in section (vi) listed below. This announcement constitutes the only solicitation and no other solicitation document will be issued. Request for Quotation (RFQ) number #VA-241-11-RQ-0393 is available upon request. The incorporated provisions and clauses are those in effect through the current Federal Acquisition Regulations. Using Simplified Acquisition Procedures, the VA Boston Healthcare system intends to award a commercial Firm Fixed Price (FFP) award to Evergreen Design, 311 Boston Street, Guilford, CT 06437-2808. Interested vendors may offer a quote for consideration or for future contract consideration. Interested parties must submit their technical specifications of services, past performance information and price detailing how their services meets VA requirements to the contract specialist via e-mail. You should also provide your DUNs number, Federal Tax ID and GSA number, if on a GSA contract. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. (vi) The following is a description of the requirements for the services to be provided: STATEMENT OF WORK: Description: This project will involve integrating a variety of informatics tools with specific understanding of VISTA related data sources to support the eHealth QUERI research community. There is a growing interest in assessing the effect of My HealtheVet (MHV) on veteran care and the impact of other electronic communication modalities on both veterans and providers. These efforts will require the establishment of relationships between MHV program administrators and the eHealth QUERI data managers. Other VA datasets will also be tapped including the Regional Data Warehouses, and the Corporate Data Warehouse. Work for this project will specifically include: "Identifying relevant data sources ie VISTA, RDW, CDW, VINCI, and establishing query tools and database structures to identify and organize datasets for program research. "Working with the MHV Research Infrastructure Workgroup to identify and acquire meaningful datasets for program projects. "Develop informatics tools to permit easy data access for program projects. "Specifying and assisting with the purchase, installation, setup, configuration of any computational resources as needed by the group "Setup of SQL Server and associated database resources for secure access. "Work with the VA's Business Intelligence Team to help shape future data collection protocols relevant to the program research initiatives. Skills and Experience - Necessary skills and experience to complete required tasks includes: "Minimum of 2 years experience querying VA clinical data sources using SQL Server 2008 and mainframe SAS which requires extensive knowledge of IBM z/OS emulator, SAS and Job Control Language. "Thorough knowledge of the metadata, sources, content, quality and methods of various National VA data sources including National patient care database, Pharmacy benefits management, Decision support system, VistA, Corporate Data warehouse, Regional Data Warehouse and VINCI to validate clinical and research data. "Understanding of research issues with partially cleaned, completely uncleaned (raw), and somewhat processed data essential. Ability to search through data sources of over 2000 attributes, and millions of records to create efficient and 'run-able' code to 'pull' raw data, merge, filter, validate, then process into analyzable form using 9.2 server SAS, mainframe SAS and SQL Server 2008 tools and techniques such as transposing data, using arrays, and macro programming. "Minimum 2 years experience and extensive knowledge of VistA data sources, metadata and querying VistA for researchers. "Understand the VA clinical research environment and the research query needs of VA researchers for EMR/VISTA data "Understand VA specific metadata and existing metadata data warehouse projects to coordinate design goals and the informatics implications Necessary training and permissions - Because the Informatics Specialist would be accessing Veterans' protected health information in a research context, he or she must possess or be able to obtain the following trainings and permissions: Completed background check including fingerprinting. "All required VA online training including privacy, use of human subjects, research data safety and security, and any other required VA trainings. "Security approval for access to sensitive data for acquiring research data from the VA VistA, VA National electronic medical record Corporate Data Warehouse, Regional Data Warehouse, and VINCI.
