- Description
- The U.S. Fish and Wildlife Service (USFWS), Region 5, is issuing a Request for Proposal (RFP) for the Renovations of an existing HVAC System located at the Great Swamp National Wildlife Refuge, Somerset County, Basking Ridge, New Jersey. Work on this project shall generally include upgrades to lighting and the HVAC system of an existing single-story, 2000+/- square foot Headquarters Building. The Contractor shall furnish all labor, materials and equipment required to perform the work indicated and specified in the attached drawings and specifications to provide a complete HVAC/Lighting upgrade. There is a 150 day performance period for this project. The estimated magnitude for the project is between $100,000 and $250,000. This procurement is set-aside for small business concerns. The NAICS code is 238220. Interested firms shall present a minimum of five (5) similiar projects undertaken in the last four (4) years. The following information shall be provided for each of these projects: 1) Project name; 2) Original budget; 3) Change orders; 4) Summary of work; 5) Date of completion; and, 6) Client name, address, email address and phone number. Award will be made to the qualified contractor who represents the 'Best Value Continuum'. Evaluation of interested firms will be based on: 1) Past performance; 2) Technical ability; and 3) Cost. The combination of past performance and technical ability will out weigh cost for this project. The offer schedule will list one (1) base offer item. The solicitation package includes the technical specifications, drawings and proposal documents and will be posted to www.fbo.gov on or about June 9, 2011. Contractors must be registered in the Central Contractor Registration (CCR) at www.ccr.gov and complete Online Representations and Certifications (ORCA) at www.bpn.gov to be eligible for award. Department of Labor - Davis-Bacon wage rates will apply to this project. Packages must be submitted with all requested information including the cost proposal by 4:00 p.m., July 13, 2011.
