Description
A Market Survey is being conducted to determine if there are interested and qualified Small Business, HUBZone small business, 8(a) small business, or Service Disabled Veteran Owned small business contractors for the following proposed project: Construct a Tactical Vehicle Wash Rack. Primary facilities include twenty-six wash rack stations to accommodate tactical wheel, track, and construction equipment. Supporting facilities include ADA restrooms, high water pressure lines, oil and water separator, water recirculation system, water and sewer lines, overhead solar lighting for vehicle movement, and paving. Concrete and asphalt parking and roads will be provided to accommodate track and wheeled vehicles. The drainage system for water runoff, oil and water separator, and a water recirculation system will be constructed to environmental regulations. The site for the new TVWF is approximately 36 acres in size. Utilities required for the site will be power, communication, water, and sanitary sewer. The layout and design of the new TVWF facility will be in accordance with UFC 4-214-03 and will include a Control Building with storage plus two unisex restrooms. Wash water from the TVWF plus rainwater runoff from the paved area will collected by trench drains and flow by gravity to a 4-cell sediment basin. The effluent from the sedimentation basin will flow through an oil-water separator and then will be pumped to the equalization basin and from there pumped to the sand filter. Effluent from the sand filter will flow by gravity to the supply basin. Water from the supply basin will be pumped back to the wash racks for reuse. The equalization basin, sand filter and supply basin will have impervious liners to prevent seepage and possible contamination of the groundwater. Contract duration is estimated to be 490 days and the estimated cost range is between $1,000,000 and $10,000,000, the current target ceiling for this project is $9,500,000. NAICS is 236220. Size limitation is $33.5M. All interested Small Business, HUBZone small business, 8(a) small business, or Service Disabled Veteran Owned small business contractors should notify this office in writing by mail on or before 07 June 2011 at 10:00am EST. Responses should include: (1) Identification as a Small Business or verification of the company by the Small Business Administration, as either a certified HUBZone, certified 8(a), or Service Disabled Veteran Owned Business, (2) The level of performance and payment bonding capacity that the company could attain for the proposed project, (3) Past Experience - Provide descriptions of projects substantially complete or completed within the last five years which are similar to this project in size, scope, and dollar value. Projects considered similar in size to this project include: New construction of Tactical Vehicle Wash Racks with at least 20 stations, with the following features: the wash rack area, treatment basins, high pressure water lines, overhead lighting and sanitary facilities; drainage system to collect wash water runoff and rainfall; a water recirculation system with oil-water separators that conform to environmental regulations. New construction projects with an original contract amount in excess of $7.0M. (4) A statement of which portion of the work that will be self performed, and how it will be accomplished.
