Description
PR-CI-10-10761 -- Procurement Synopsis National Deployment of Portable Emissions and Activity Measurement Systems in Support of the Development and Improvement of Mobile Source Emission Factors and Emission Inventories The United States Environmental Protection Agency (EPA), Office of Air and Radiation (OAR), Office of Transportation and Air Quality (OTAQ), Assessment and Standards Division (ASD) is responsible for the collection, organization, and analysis of emissions data from mobile sources of all types, and is seeking contractor support for activities described further below and in the attached draft Performance Work Statement (PWS). Pollutants of interest include the criteria pollutants CO, HC, NOx, and PM, as well as mobile-source air toxics (MSATS). Due to the nature of changing regulations, aging of the fleet, introduction of new vehicle technologies, changing driving behaviors, and increased levels of congestion, it is necessary to continually be measuring emission levels and activity. These measurements are collected to populate the EPA emission inventory models: NONROAD, MOVES (Motor Vehicle Emissions Simulator), and NMIM (National Mobile Source Inventory Model), which are used by states, local planners and researchers to estimate the emissions from mobile sources. Many factors affect real-world results differently from laboratory tests: driving patterns, driving behavior, road grade, wind, weather, temperature, extra loading (passengers, cargo, or trailers), mal-maintenance, roadway surface, altitude, fuel, accessory usage, etc. Because of these ?uncontrolled? factors, it is important to determine the emissions from the real-world in order to populate a model that quantifies what is actually in the inventory. The goal of this multi-year contract is to obtain representative and random sampling of emissions and vehicle activity from the United States on-road and non-road vehicle fleet as the vehicles are used in real-world operation. Modern technologies have allowed for Portable Emissions Measurement Systems (PEMS) to be installed on a vehicle adding minimal weight and load. These systems also have the capability to monitor the activity of the vehicle (such as speed and location), which is an important factor in understanding how and where the emissions are formed. Portable Activity Monitoring Systems (PAMS) can also be deployed to measure only activity. Prior to development of PEMS, the need for expensive fixed laboratory equipment to measure emissions also impacted the way this research could be conducted. For practical reasons, vehicles tested in the past were generally within close driving distances to one of the few laboratories in the U.S. that were properly equipped. With the ability to bring the lab to the vehicle, the geographic constraint is eliminated, and a statistical approach to measuring emissions is now viable. EPA anticipates prioritizing sampling the U.S. fleet based on the greatest needs to populate the databases to be used in MOVES. In recent years ASD has explored the use of Remote Sensing Devices (RSD) as a screening tool for vehicle populations in metropolitan areas for heavy duty exhaust, light duty exhaust and evaporative emissions. This contract shall be supporting further development of this methodology. Such projects will be specified under a level of effort (LOE) contract, sometimes with short turnaround time requirements. Individual tasks might be literature review, developing comprehensive sampling plans and methodology, vehicle recruitment, preparing Information Collection Request (ICR) documents, emissions and activity measurements, delivering quality assurance and controlled (QA/QC) and formatted data to EPA, mobile source emission factor and inventory model support analysis for MOVES or NMIM, vehicle fleet and population characterization analyses, or activity data analysis. Due to unavoidable organization conflict of interests, the Government will exclude all large-volume and small-volume automotive manufacturers, all on-road and non-road engine and vehicle manufacturers, and all oil companies (petroleum refiners, fuel distributers, and fuel sellers) from consideration for award for any resultant contract. A cost-plus-fixed-fee, level of effort, term-type contract is contemplated with one 12-month base terms plus four (4) 12-month options to extend the term at the choice of the Government. The base level of effort for each term is approximately 2,500 direct labor hours. Options to increase the level of effort for each term by up to an additional 10,000 direct labor hours will also be included. It is estimated that the solicitation will be available on or around June 14, 2011. All responsible sources may submit a proposal which will be evaluated by EPA in accordance with the technical evaluation criteria specified in the RFP.
