55CONS/LGZA, 101 Washington Square, Offutt AFB, NE 68113-2107 Missile Applications Software Support II (MASS II) Contract POC: Orin Henderson, orin.henderson@offutt.af.mil Alternate POC: Cheryl Haun, cheryl.haun@offutt.af.mil Soliciation Number FA4600-11-R-0009 APPROXIMATE SOLICIATION ISSUE DATE: July 2011. The 55th Contracting Squadron will be conducting the solication and award of a full and open competition, non-personal services, single award IDIQ cost plus incentive fee contract for a base period and four (4) one year option periods. The option to extend services up to six (6) months is also applicable IAW FAR 52.217-8. This effort is to provide Missile Applications Software Support (MASS) for USSTRATCOM. Contract transition period is expected to be 90 days starting approximately between 01 Dec 11 and 01 Jan 12. The MASS contract delivers the Dynamic Application and Rapid Targeting System (DARTS) planning software-a full fidelity, force-level mission planning system that performs ballistic missile planning functions in support of the nation's nuclear war plan. The DARTS software rapidly and accurately allocates, and then assigns, Intercontinental Ballistic Missiles (ICBM) and Submarine Launched Ballistic Missiles (SLBM) to targets. This software produces the ballistic missile portion of Operations Plan (OPLAN) 8010. DARTS is a comprehensive system that also considers the allocation and application of aircraft weapon systems to ensure the ballistic missile portion of OPLAN 8010 is fully integrated with aircraft weapon systems. This process, called "timing and deconfliction", includes analyses of missile and aircraft weapons effects, and subsequent adjustments of mission plans to meet the requirements of OPLAN 8010. The software is also used to perform maintenance operations, as required, for an existing OPLAN. It also provides Missile Application Reusable Services (MARS) software that provides web service access into selected portions of DARTS. To date, MARS is providing services to the Nuclear Planning and Execution System (NPES) and the Automated Windows Planning System (AWPS). The MASS mission planning software requirement includes: on-site support for USSTRATCOM Missile Strike Planners; engineering and software services for maintenance and analysis of Government-owned mission planning software; provision of interoperability with other necessary programs; correction of known software deficiencies; incorporation of guidance changes; maintenance of the capability to fix both non-critical and emergency (critical) Software Change Requests (SCRs); and application training of USSTRATCOM personnel. The requirement also includes provisions for planner-requested enhancements of the DARTS/MARS code. Contractor must be able to meet all requirements in the Performance Work Statement (PWS), Pre-priced Optional Task Order Statement of Objectives (SOO), certification requirements, and appropriate security clearances. All contract employees in technical and management positions who are required to provide on-site support shall possess the proper security requirements (DD254). An interim Top Secret clearance does not satisfy this requirement. Administrative and contract support personnel shall possess an appropriate clearance. This acquisition will be conducted using negotiated prcedures in accordance with FAR Part 15. The Request For Proposal (RFP) and all associated documents, when issued, will be posted on the required government wide point of entry. Offerors are encouraged to subscribe/register for this soliciation number through http://www.fedbizopps.gov to ensure they automatically receive all documents associated with the procurement in a timely manner. Sources sought announcement and draft RFP sections were posted on FedBizOpps as Missile Applications Software Support - MASS. Henceforth, all comments and questions will be addressed with the current soliciation number - FA4600-11-R-0009. All associated documents will be released electronically, except for the Technical Library CD, which will be provided at the MASS preproposal conference/site vist.
