- The U.S. Department of Agriculture, Agricultural Research Service, Mid South Area, anticipates award of a firm fixed price contract for a project entitled 'Insulate Attic Project' at the USDA, ARS, Southern Regional Research Center, 1100 Robert E. Lee Blvd., New Orleans, LA. 70124. The work includes but is not limited to: The Contractor shall be responsible for supplying all labor, equipment, supervision, and materials required to insulate the underside of the roof and the inside of the exterior walls in the perimeter of lower roof in the (1) chemical wing, estimated to be approximately 21,500 sq. ft. (+/-5%) (2) Administration Wing estimated to be approximately 15,000 sq.ft. (+/-5%). The objective of this project is to insulate with a spray foam insulation the underside of the roof and the inside of the exterior walls in the perimeter of lower roof for the chemical and administration wings of the Southern Regional Research Center. Insulation to be performed as detailed in the specifications. The period of performance is 60 calendar days after receipt of Notice to Proceed (NTP). The magnitude of construction is estimated between $100,000 and $250,000. This is a 100% set-aside for competition among Small Business Contractors. The NAICS Code is 238310, with a size standard of $14.0 million. This is an Invitation for Bid (IFB) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-51. RFQ No. AG-4431-S-11-0005 bid package and specifications documents will be available for viewing and downloading at the Fed Biz Opps web site: www.fedbizopps.gov on or about June 10, 2011. A pre-bid site visit is scheduled for Thursday, June, 21, 2011 at 1:30 p.m. CST. Any changes or additional information will be provided in the solicitation package. Bids will be due by 2:00 p.m. CST on July 12, 2011. A firm-fixed price contract will be awarded to the responsible offeror who submits the lowest bid. All responsible Small Businesses may submit an offer which will be considered by the agency. Contractors are required to register or update their registration at the Central Contractor Registration (CCR) website at www.ccr.gov in order to receive a contract award under this solicitation, and register or update their registration at the Online Representation and Certification Application website at http://orca.bpn.gov.
