Description
This is a sources sought announcement only. There is no solicitation available at this time. Requests for a solicitation will not receive a response. The North American Industrial Classification System (NAICS) code is 335999. Contractors must identify their business type (i.e., large, small, small and disadvantaged, 8(a) certified, woman-owned small, HUB Zone certified small, or service disabled veteran-owned small business) in their response. The U.S. Army Program Manager Soldier Warrior and CERDEC Command and Control Directorate (C2D) are conducting a sources sought market survey to identify sources with the interest and capability to provide 300 watt (minimum) manportable fuel cells. The primary function of the fuel cell will be as an auxiliary power generator for use in remote and austere environments where there is no commercial electrical power grid. The fuel cell must operate using packaged propane or methanol based fuels. The basic requirements for the system are expected to include, but not be limited to the following: Produce 300 watts of continuous power Deliver power at 28 volts Weigh no more than 36 pounds Operate a minimum of 4 hours without being refueled Minimize audio and thermal signatures Operate a minimum of 1080 hours without repair (filters can be changed at a shorter interval Withstand MIL-STD 810 requirements for oShock oDrop oVibration oDust/Sand oHumidity Compliant to OSHA emission standards The Government is projecting an award for a production quantity of 300 watt fuel cells early in 2012. Current projections are that over 750 units will be procured, over a period of 4 years. It is the Government's desire to pay a maximum of $5,000 for each unit. In addition to identifying companies interested in this procurement, the Government is interested in companies who would provide comments on the Government's performance requirements as they relate to keeping within the $5,000 desired price. It is the desire of the Government for companies wishing to participate to do so as a member of the National Defense Association's Power Forum (no fee required) so that the comments can represent an industry perspective. However companies may submit comments directly to the Government. This sources sought notice is for planning purposes only and does not constitute a solicitation for bids/proposals. It is not to be construed as a commitment by the Government. The Government does not intend to pay for any information provided under this sources sought announcement. Responses will assist the Government in determining potential responsible sources and to determine the technical capability of the domestic production base. All respondents are required to complete the Central Contractor Registration (CCR) process to be considered eligible for any potential Department of Defense contracts. CCR registration information can be obtained at http://www.ccr.gov/. Respondents may submit their interest and ability to satisfy the Government's requirement to the point of contact listed below. Responses must be no longer than three (3) pages in length and should include a description of capabilities, technical expertise, and relevant past experience..
