Description
Draft SOW This Sources Sought Notice (Synopsis) is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Nuclear Regulatory Commission (NRC). The NRC is issuing this Synopsis to gather information to supplement its existing market research information to determine an appropriate method of acquisition for a forthcoming hosting requirement for CGI Momentum®-Based Financial Management System, including whether a small business set-aside acquisition may be appropriate. NRC uses a CGI Momentum®-based financial management system, and NRC will need to transition its hosting services from its current provider to a new provider by October 3, 2012. The NRC seeks to identify capable, experienced sources that could become the new hosting provider for that system. The NRC strongly encourages organizations that are a small business under NAICS code 518210 to respond to this notice. The NRC requests that sources that respond to this notice submit a brief capabilities statement (Capabilities Statement), no more than 25 pages in length that demonstrates their capability to perform the aforementioned forthcoming CGI Momentum® hosting services contract; a draft Statement of Work (SOW) for that forthcoming acquisition is attached to this notice. Responses to this notice should provide the following information: 1) A profile of the respondent's organization, and size of the organization to include number of employees in your organization (including parent company and/or subsidiaries, if applicable), and whether the respondent would be a small business under NAICS 518210. 2) Indication regarding whether the respondent's organization has its own facility(ies) where it could perform the requirements in the attached SOW and, if so, describe those facilities in detail. 3) A description of the respondent organization's experience and capability as they relate to the scope and tasks identified in the attached draft SOW. 4) A detailed description of the respondent organization's CGI Momentum® hosting experience for federal government agencies whereby your organization served as a prime contractor for requirements similar in scope to the requirements in the attached draft SOW. Demonstrate how that experience is similar in scope to the requirements of the attached draft SOW. 5) A description of the respondent organization's experience in attaining and maintaining security accreditation for its hosting facilities or plans to obtain such accreditation in order to comply with the requirements of Federal Information Security Management Act (FISMA). 6) A description of commercial list prices or types of commercial pricing arrangements that the respondent organization offers for services of the type and scope identified in the aforementioned forthcoming CGI Momentum® hosting services contract. 7) Provide contract numbers and descriptions of any existing government contracts (GSA Federal Supply Schedule or Government wide Acquisition Contracts (GWACs) under which the aforementioned forthcoming CGI Momentum® hosting services contract may be directly acquired by NRC. Respondents are requested to include the following information with ther response: 1. Business Information -- a. DUNS Number b. Organization Name c. Organization Address d. Type of ogranization with respect to NAICS 518210 (i.e., other than small business, small business, 8(a), woman owned small business, service-disabled veteran-owned small business, veteran-owned small business, HUBZone small business, etc. See FAR Subpart 2.101, Definitions, for the definition of various types of business entities). e. Organization Point of Contact, phone, email address for the response to this sources sought f. Organization's own GSA Federal Supply Schedule Contract Number, if applicable Interested sources are requested to submit their responses by e-mail so that they are received no later than June 9, 2011 by heriberto.colon@nrc.gov with a courtesy copy to joseph.widdup@nrc.gov. If submitting attachments to that email, attachments must be readable in Microsoft Word or Adobe.pdf format. Notice: The NRC's email system limits each external e-mail to 10MB or less. Therefore, a.zip file or multiple emails may need to be submitted.
