AG-84N8-S-11-0047, Solicitation for Janitorial Services for the Forest Service Ogden Aviation Center and Hangar in Ogden, UT 84405. This combined synopsis/solicitation is issued as request for quotation (RFQ). This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, Stream-lined solicitation for commercial items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (2) The Forest Service contemplates award of a firm-fixed-price contract with 1 base year and four (4) options years as a result of this combined synopsis/solicitation. Award will be made using Simplified Acquisition Procedures, therefore the evaluation procedures at FAR 13.106-2 will be used. A firm-fixed price award will be made to the responsible offeror submitting the proposal that provides the best value to the Government. Best value will be determined by using the trade-off process as listed in FAR Part 13. In determining best value, the following factors will be considered: 1) Price, 2) Technical Capacity; 3) Past Performance. This request for quote is being issued pending availability of funds; the Forest Service expects funds to become available, but no contract will be awarded until and unless the money becomes available. The offerors will incur the cost to submit proposals at their own risk, and that if funds do not become available the government will not compensate offerors for bid or quote costs. There is no guarantee that any contractor awarded the base will be awarded any option year period. The Government will consider use of the option period based on continued need for service, available funding and contractor performance. (3) The proposed contract is 100% set aside for small business concerns. All responsible small businesses may submit a proposal which shall be considered by the Forest Service (FS). (4) This solicitation document and incorporated provisions and clause are those in effect through Federal Acquisition Circular 2005-46. (5) Solicitation number is AG-84N8-S-11-0047. This solicitation is issued as a request for quote. (6) NAICS Code is 561720; Small business size standard is $16.5M. (7) This requirement consists of general janitorial services. Currently the cost for janitorial services is $477.00, per month. The contractor must provide all labor, supervision, transportation, cleaning equipment, cleaning supplies and incidentals necessary to perform the described work. The contractor must also provide all the carpet cleaning equipment to perform the janitorial services at the Forest Service Ogden Aviation Center and Hangar is located at 3515 Airport Rd, Ogden, UT 84405. The requested janitorial services are defined in the Description/Specifications. The services requested must be in strict accordance with 1) industry standards and codes; 2) Federal, State, and local regulations; 3) Federal environmental standards; and 4) OSHA regulations.
