Responses are due no later than 3:00 p.m. Eastern Daylight Time June 8, 2011. This is a Sources Sought Notice and is for informational purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS. The Sources Sought Number for this announcement is W912DR-11-S-0024. Project Title: Dredging of Baltimore Harbor, Maryland. The U.S. Army Corps of Engineers, Baltimore District solicits for capability statements from all qualified and interested parties from SBA Certified 8(a) Firms, Certified HubZone Firms, Women Owned Small Businesses or Service Disabled-Veteran Owned Businesses (SDVOB) concerning the potential project described below. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. NO SOLICITATION IS CURRENTLY AVAILABLE. The NAICS Code for the proposed acquisition is 237990, Other Heavy and Civil Engineering Construction, The small business size standard is $20 Million. The Product Service Code (PSC) is Z216. The order of magnitude is b etween $10,000,000 and $25,000,000. Project Description: It is anticipated the work would be performed in the fall-winter of 2011 - 2012. The prime contractor will have to perform 20 percent of the work including the administration of the project. The project will consist of maintenance dredging of approximately 2,000,000 cubic yards of material from various channels in Baltimore Harbor. The channels vary in depth from 35 to 50 feet, and in width from 600 feet to 1,870 feet. The material will be dredged by clamshell and scow and be placed in the Sarbanes Ecosystem Restoration Project at Poplar Island, Talbot County, Maryland. The equipment required for this work will consist of two 40 plus cubic yard clamshell dredges, one 24-30 inch hydraulic unloader, six large tugs, eight 2,500 - 5,000 cubic yard material scows, and appropriate attendant plant and pipeline. The contract requires a large quantity of material to be dredged and rehandled during a relatively short time period (180 - 200 days). In addition, the work is in an exposed portion of the Chesapeake Bay and a large portion of the work may be performed during the winter months when weather conditions are most severe. Interested 8(a), HubZone Certified firms, SDVOB, and Women Owned Small Businesses with single bonding capacity to support this project should submit capability statements to include the following information: details of similar projects, dates of projects, project references (including owner with phone number and email address) and project cost and provide evidence for bonding for this project. Narratives shall be no longer than 10 pages. Comments will be shared with the Government and the project management team, but otherwise be held in strict confidence.
