Description
This is a combined synopsis/soliciation for commercial items prepared in accordance with the format found in FAR subpart 12.6 and subpart 13.105, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a separate written soliciation will not be issued. This soliciation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-50 effective May 16, 2011. This is a firm-fixed price procurement. This is a 100% total small business set-aside procurement under NAICS classification code 481112 and PSC code V111. The small business size standard is 1,500 employees. BACKGROUND:As a result of changing airplane requirements for the The Migratory Bird Management Division of the US Fish and Wildlife Service for this years field work there is a requirement to transport aviation fuel between Government fuel tanks. STATEMENT OF WORK:Awarded vendor provide the following tasks: Task 1 - Empty approximately 1700 gal of 100LL aviation fuel from the USFWS fuel tank located in Atqasuk, Alaska utilizing fifty-five (55) gal drums. Any fuel pumped from below the outlet stem (approximately 3" above the bottom of the tank) will be considered waste fuel and pumped into seperate fifty-five (55) gal drums. Each fifty-five (55) gal drum will be label either 100LL fuel or 100LL waste fuel. There will be no Government personal on site for the pickup of the 100LL fuel. A key will be provided to the awarded vendor to unlock the tank. There is a meter on the tank.Task 2 - Dispose of waste fuel as appropriateTask 3 - Transport 1484 gal (28 55 gal drums) of 100LL fuel to the State of Alaska fuel tank located at Umiat, Alaska. The fifty-five (55) gal drums will be unloaded and left next to the State of Alaska fuel tank. A representative for the State of Alaska will be on site for coordination of drum placement.Task 4 - Transport approximately 300 gal (remaining fuel) of 100LL fuel to the Selawik National Wildlife Refuge. The fuel is to be pumped via hand-held size nozzle into the US Fish and Wildlife tank located next to the USFWS hanger. A representative from the US Fish and Wildlife Service will be on site. Task 5 - Load, transport, and deliver 1862 gallons of prepaid Jet A fuel from Eskimos Inc, in Barrow, Alaska to the now empty USFWS tank located in Atqasuk, Alaska. NOTE TO VENDOR: - Type and size of fittings for USFWS tank at Atqasuk, Alaska is unknown.
