Description
The Health Resources and Services Administration (HRSA) is soliciting proposals for the National Cord Blood Inventory Augmentation, Sixth Cohort. The National Cord Blood Inventory is authorized by Public Law 109-129 (December 2005) as amended by Public Law 111-264 (October 2010). The purpose of the contract will be to provide for the collection and maintenance of genetically diverse, high-quality umbilical cord blood units (CBU's) for inclusion in the National Cord Blood Inventory (NCBI). Special consideration will be given to offerors demonstrating a superior ability to collect and bank large numbers of CBU from underrepresented populations, especially African-Americans. From the above Federal Legislation, the offerors' applications must follow the following application criteria: 1) the applicant will participate in the C.W. Bill Young Cell Transplantation Program for a period of at least 10 years beginning on the last date on which the recipient of a contract under this section receives Federal funds under this section after 10 years; 2) the applicant will make cord blood units collected pursuant to this section available through the C.W. Bill Young Cell Transplantation Program in perpetuity or for such time as determined viable by the Secretary; 3) the applicant will provide a plan to increase cord blood unit collections at collection sites that exist at the time of application, assist with the establishment of new collection sites, or contract with new collection sites; 4) the applicant will annually provide to the Secretary a plan for, and demonstrate, ongoing measurable progress toward achieving self-sufficiency of cord blood unit collection and banking operations; 5) if the Secretary determines through an assessment, or through petition by the applicant, that a cord blood bank is no longer operational or does not meet the requirements of section 379 (d) (4) of the Public Health Service Act and as a result may not distribute the units, transfer the units collected pursuant to this section to another qualified cord blood bank approved by the Secretary to ensure continued availability of cord blood units. Except as provided in criteria (2), the term of each contract entered into by the Secretary under this section shall be for a period of at least 10 years beginning on the last date on which the recipient of a contract under this section receives Federal funds under this section. The Secretary shall ensure that no Federal funds shall be obligated under any such contract after the date that is 5 years after the date on which the contract is entered into; except as provided in criteria (2) and (3). Also, the offerors must address in their technical proposal how they will fulfill the following mandatory criteria: 1) the organization must establish that it and any Subcontractors are located within the 50 states or Puerto Rico, and the units supplied are of U.S. or Puerto Rican origin; 2) the offeror must be fully accredited by an established program for cord blood bank accreditation (i.e., AABB or the Foundation for the Accreditation of Cellular Therapy (FACT)) on or before the closing date for this solicitation; 3) the organization must demonstrate an established program of public cord blood banking with a minimum inventory of 500 public CBU that were collected by the Offeror and are suitable for unrelated donor transplantation. The Government reserves the right to make a single award, multiple awards, or no awards from this solicitation. This acquisition is being conducted under Full and Open competition. The solicitation will be issued on or about June 9, 2011. It will be available at this website at www.fbo.gov under HHS, Health Resources and Services Administration, Posted Dates. It is the offeror's responsibility to monitor the site for any amendments to the solicitation. The Agency will consider proposals from all responsible sources.
