- Solicitation/RFQ for Lease of Non-Preemptible KU-Band Transponder Capacity for NIST Time and Frequency Division. The National Institute of Standards and Technology (NIST) has a requirement for the Lease of Non-Preemptible Ku-Band Transponder Capacity on a Geostationary Communications Satellite for a Two Way Satellite Time and Frequency Transfer Network. Interested contractors should follow the instructions to offers in the attached solicitation. 4 copies of quotes must be received in the contracting office at the NIST Boulder Campus (Building 111, 325 Broadway, Boulder, CO) NLT the date and time specified in the attached solicitation.
