Description
Statement of Work Request for Proposal This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation WILL NOT be issued. The solicitation document and incorporated provisions and clauses are those in effect through SAQMMA11R0235 which is attached to this announcement. This requirement will be solicited as a competitive, 100% set-aside for Service-Disabled Veteran-Owned Small Business. Description of Requirement: The purpose of the Security Sector Reform Conference (SSRC) is to create the first of a series of regional events that brings together military officials, government officials, and Non-Governmental Organizations from Sierra Leone, Guinea, Liberia and Cote d'Ivoire with United States Government (USG) and regional experts. The conference focus will be two-tiered: the first will focus on regional security issues that concern the entire region with discussions between military officials, law enforcement officials, NGOs, and African Governmental Organizations; the second focus will be on building relationships and increased cooperation between the US Government and SSR stakeholders in the region. Place of Performance: Monrovia, Liberia Period of Performance: Period of performance for the resulting contract will be a base period of 12 months plus one (1) three (3) month option period. All announcements and amendments made to the solicitation will be posted on FedBizOpps. It is the contractor's responsibility to check for any posted changes to the solicitation. All prospective contractors must be registered in the Central Contractors Registry (CCR) in order to be eligible for award. The contractor shall provide all personnel, equipment, tools, materials, supervision, transportation and other items necessary to provide Lodging and Conference Space. Individual phone calls will not be taken regarding this solicitation. Refer to Section L for proposal preparation and submission instructions. The due date, time and point of contact is indicated in Section L of the solicitation. Failure to adhere to these instructions will result in your proposal being considered as "unacceptable". The Basis for Award is indicated in Section M of this solicitation. If an offer is based on a teaming/partnering relationship, the offeror shall provide with its quote, all required solicitation information for all parties including a copy of the agreement with the hotel, SIGNED BY BOTH PARTIES, on official hotel letterhead, and include information which identifies the responsibilities for each entity under this purchase order. The agreement shall demonstrate the existence of a relationship between firms and their agreement to provide the services required under this acquisition. If at any time during the acquisition process, the hotel becomes unavailable as proposed, any replacement agreement with a different hotel shall be submitted to the Government for consideration and approval. IF HOTEL NAME AND TEAMING AGREEMENT ARE NOT PROVIDED BY CLOSE OF RFQ, THE QUOTE WILL NOT BE CONSIDERED. This notice does not obligate the Government to award a contract, nor does it obligate the Government to pay for any proposal preparation costs.
