Set Aside: Turkish Vendors Only NAICS Code: 238210 Electrical Contractors and Other Wiring Installation Contractors Contracting Office Address: Department of the Air Force, United States Air Force Europe, 39th Contracting SQ- Unit 7090 Box 127, Incirlik AB, Turkey, 09824-0280 This notice is to identify all prospective offerors within the Republic of Turkey in submitting proposals for the upcoming solicitation of Project LJYC 11-1091, Convert Existing 66 KV System to 31.5 KV at Building 3610. This requirement is for removing an existing electrical system and installing a different electrical system on Incirlik Air Base, Turkey. The US Government intends on awarding a firm-fixed price type contract. In accordance with FAR 36.204 the magnitude of the resulting solicitation is between $1,000,000.00 and $5,000,000.00. Site Visit will be held on 2 June 2011 @ 1000 on Incirlik AB Turkey. Potential offerors are responsible for monitoring the website for the release of the solicitation package and updated information. This notice does not obligate the US Government to award a contract, it does not restrict the US Government in its acquisition approach, nor does it obligate the US Government to pay for any proposal preparation costs. ATTENTION POTENTIAL OFFERORS: IMPORTANT INFORMATION CONCERNING ELIGIBILITY FOR AWARD OF THIS SOLICITATION. DUE TO ESTABLISHED ECONOMIC AGREEMENTS BETWEEN THE UNITED STATES GOVERNMENT AND THE GOVERNMENT OF TURKEY, THE AIR FORCE INTENDS TO AWARD THIS SOLICITATION TO A BUSINESS CONCERN WITHIN THE COUNTRY OF TURKEY. THEREFORE, PROPOSALS FROM BUSINESS CONCERNS OUTSIDE OF TURKEY WILL NOT BE CONSIDERED. Notice to Offerors: Funds are not presently available for this project. No award will be made under the resulting solicitation until funds are available. The government reserves the right to cancel the resulting solicitation, either before or on 1 Oct 11, with no obligation to the offeror by the government. Pre-proposal Site Visit Registration: All potential offerors must submit the attached Pre-Proposal Conference/Site Visit Reservation Form to this office identifying the company name, address, phone number, email, and solicitation point of contact if the U.S. government is to make arrangements for their access to the base. The cutoff date for submitting the Pre-Proposal Conference/Site Visit Reservation Form was 04:00 PM local time, 24 March 2011 and must be sent by electronic mail to the points of contact listed below.
