This Sources Sought Notice (SS) is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the U.S. Army Corps of Engineers (USACE). The purpose of this SS is to identify technically qualified Small Business concerns, with considerations to the following Small Business sub-categories: Section 8(a), Historically Underutilized Business Zones (Hub-Zone), Woman Owned, Service-Disabled Veteran-Owned (SDVOSB) and Historical Black Colleges and Minority Institutions (BBCU/MI). THIS IS NOT A SOLICITATION FOR PROPOSAL AND NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. Respondents will not be notified of the results this synopsis. As a result of this SS, the Government may award a Construction Multiple Award Task Order Contract (MATOC). The construction services will be in support of many Federal agencies within the states of Arkansas, Oklahoma, and Texas. The proposed MATOC will consist of three (3) to five (5) Indefinite Delivery/Indefinite Quantity (IDIQ) contracts, with no pre-established fixed contract prices, for a base period of three (3) years and two (2) option periods of one (1) year each. The maximum aggregate amount of the MATOC, inclusive of all awarded IDIQ contracts and option periods is not expected to exceed $35 Million. The Scope of Work includes, but is not limited to, construction, renovation, repairs and alterations, preventive maintenance, environmental abatement, and operations activities. The proposed contracts are not only to execute new construction, general, design build, and design-bid-build, but to provide a timely response to remediation of real property facilities, e.g., maintenance, repair, asbestos and lead-base paint abatement, and minor construction situations relating to, but not limited to, civil, mechanical, plumbing, structural, electrical, heating, ventilation and air conditioning (HVAC), instrumentation, anti-terrorism and force protection. Construction projects will be executed through the issuance of future task orders under the terms of any resultant contracts and competed among the selected pool of MATOC awardees. Task orders will vary in size, NTE $800,000. The minimum guarantee for any resultant contract is $30,000 for the duration of the contract. Work shall be performed in accordance with the terms and conditions of any resultant contract, statement of work, and the scope of work specified in any resultant task orders issued against the contract. Prior to an offeror receiving an award as a result of any resulting solicitation, the offeror must be registered and have an active, valid registration in the Central Contractor Registration (CCR) database. Responses to this Sources Sought are limited to five (5) pages and must contain the following information: 1. Firm's name, addresses, point of contact, phone number, and e-mail address; 2. Firm's interest in providing a proposal on the pending solicitation once issued; 3. Experience: Contractor must provide a brief description of similar projects, customer name, timeliness of the performance, and customer satisfaction and dollar value of the project. Minimum of 3 but no more than 5 similar jobs; at least two of the projects provided must be valued at/over 500,000.00 Personnel: Contractor must have the following personnel: Project Manager, Safety Officer, Quality Control Manager and On-Site Project Superintendent. 4. Firm's capability to perform a contract of this magnitude and complexity; 5. Firm's small business category and business size (Section 8(a), Historically Underutilized Business Zones (Hub-Zone), Women Owned, Service Disabled Veteran Owned (SDVOSB) and Historical Black Colleges and Minority Institutions (BBCU/MI)); 6. Firm's Joint Venture information, if applicable; and 7. Firm's Bonding Capability (construction bonding level per contract and aggregate bonding level, both expressed in dollars) via letter from bonding company.
