- U.S. General Services Administration (GSA) Federal Systems Integration and Management Center (FEDSIM) Synopsis / Notice of Proposed Contract Action in support of the anticipated Joint Improvised Explosive Device Defeat Organization (JIEDDO) Counter-IED Operations Integration/Intelligence Center (COIC) Operations Support (OPS) Services Contract On behalf of JIEDDO-COIC, GSA FEDSIM anticipates issuing a competitive solicitation for a best value multiple-award Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a two-year base period and three, one-year option periods on or about June 24, 2011. The purpose of the IDIQ contract is to provide JIEDDO-COIC with the following Operations Support (OPS) services to enable successful execution of its mission: •a. Operations, including C-IED Operations and Information Operations: will rapidly develop, deliver, and implement solutions to predict, preempt, and defeat the Enemy's IED Campaign and other asymmetric threats. •b. Analysis, including Intelligence Support, Operations Research and Systems Analysis, Irregular Warfare Analysis, Predictive Analysis, and Special Operations Support: will provide JIEDDO-COIC with the capability to predict, preempt, and defeat IEDs and other asymmetric threats and is enabled through integrated traditional intelligence, irregular warfare analysis, and predictive analysis techniques. •c. Combat Support, including Planning and Training: enables JIEDDO-COIC to be DOD's "knowledge warehouse" to innovatively harness and amass information, analyses, technology, and operational lessons learned, and to empower the warfighter with the insight needed to predict, preempt, and defeat IEDs and other asymmetric threats. •d. Operations Support Information Technology Sustainment is robust, flexible, secure, and sustained end-to-end IT support for JIEDDO-COIC teams deployed in Forward Operating Bases (FOB). The solicitation and all related documents will be available on FedBizOpps (FBO) at http://www.fbo.gov. All interested offerors must download documents from this website. No hard copies will be available. All interested offerors are requested to electronically register on FBO in order to receive e-mail notification of updates to this solicitation. PLEASE NOTE: Nothing in this pre-solicitation announcement shall qualify as the actual Request for Proposal (RFP). The actual RFP will include the Performance Work Statement, sample Task Order, Instructions, Evaluation Factors, and all other information required for submitting a proposal. Any change to the actual RFP will be by amendment.
