Description of Solicitation: The Contractor shall provide all the necessary labor, supervision, and management for Regional Security Guard Services performed predominately in the Navy activities in support of the Commander, Navy Installations Command (CNIC), within Naval District Washington (NDW). Post orders vary for each site, with some sites requiring roving patrols or fixed posts, both inside buildings and out; 24-hour manning or regular business hours Monday “ Friday. Also, some facilities or locations require satisfactory National Agency Check (NAC), Secret or Top Secret clearances, or the ability to obtain clearances within award parameters, which are not yet determined. Contractor employees may be working alongside existing Government security forces that have law enforcement responsibilities. These security guard services are exempted from the prohibition of 10 USC 2465 under Public Law (P.L.) 107-314. The authority to contract guard services under P.L. 107-314 is limited to the post-9/11 growth in guard functions or strength, and currently expires on 30 September 2012 unless otherwise extended by Congress. See the attached DRAFT Statement of Work (SOW) or Section C of the solicitation for more information. Procurement Method: Contracting by Negotiation The NAICS Code for this procurement is 561612 and the annual size standard is $18.5 million. The contract term will be a base period of one year plus two option years. Only the base period of the contract will offer a minimum guarantee. If the Government does not award a follow-on contract in time, the Government may require the Contractor to continue performance for an additional period up to six months under the Option to Extend Services clause. This contract will replace a contract for similar services awarded in 2006 for $4,355,376.00 (base year firm-fixed price portion) and $28,500.00 (base year indefinite quantity estimate/maximum value per year). Information about the current contract and the incumbent contractor (e.g., value of last option exercised, firm name, address, etc.) will be included in the solicitation package. Requests under the Freedom of Information Act are not required for this information. Offerors can view and/or download the solicitation, and any attachments, at https://www.neco.navy.mil/ when it becomes available. The solicitation package will be available in electronic format only, with most documents in Adobe Acrobat PDF file format. Contractors are encouraged to register for the solicitation when downloading so that they may be notified by email when or if amendments to the solicitation are issued. Interested parties must be registered in the Central Contractor Registry (CCR) as prescribed in FAR Clause 52.232-33 and DFARS 252.204-7004. Lack of registration in the CCR database on the part of the offeror will make an offeror ineligible for award. Offerors may obtain information on registration and annual confirmation requirements by calling 1-888-227-2423 or by accessing the website www.ccr.gov. The proposed contract is limited to qualifying 8(a) firms in the Washington, DC Metropolitan and/or Baltimore District Office of the Small Business Administration. The Government will not consider offers from other than 8(a) firms or from 8(a) firms outside of the Washington, DC Metropolitan and/or Baltimore District Office of the Small Business Administration. 8(a) firms that are not serviced by the Washington, DC Metropolitan and/or Baltimore District Office of the Small Business Administration, but have a bona fide place of business (as defined by SBA) within the geographic area served by the Washington, DC Metropolitan and/or Baltimore District Office of the Small Business Administration are also eligible to submit offers. An 8(a) firm not serviced by the Washington, DC Metropolitan and/or Baltimore District Office of the Small Business Administration must consult its servicing District Office regarding the establishment of a bona fide place of business or status of a previously established bona fide place of business. All other firms are deemed ineligible to submit offers. The solicitation utilizes source selection procedures which require offerors to submit a technical proposal, past performance and experience information, safety information, and a price proposal for evaluation by the Government. Specific Evaluation Factors, submission requirements, and site visit information will be included in the RFP. The Government may award the contract without conducting discussions; therefore, the offeror ™s initial proposal shall contain its best terms from a technical and price standpoint. The Government reserves the right to enter into discussions if deemed necessary to obtain the best value for the Government. Award will be based on the best value to the Government. 17. Place of contract performance: The work under this contract will be performed predominately in the Navy activities in support of the Commander, Navy Installations Command (CNIC), within a 100-mile radius of Naval District Washington (NDW), including but not limited to: Military Sealift Command (MSC) and Naval Sea Systems Command (NAVSEA) at the Washington Navy Yard, DC (various buildings) Naval Support Facility (NSF) Carderock, West Bethesda, MD Naval Support Facility (NSF) Arlington, VA Naval Research Laboratory (NRL) Chesapeake Bay Detachment, Chesapeake Beach, MD. National Naval Medical Center (NNMC), Bethesda, MD. 18. Type of set-aside: 8(a) Competitive.
