Description
This is a notice of intent to award a sole source requirement. The Bureau of Reclamation, Yuma Area Office, Yuma, Arizona has a Commercial Service requirement for PI Software Service Reliance Program services for two (2) one year performance periods to OSIsoft, Inc, 777 Davis St, San Leandro, CA 94577-6923. This proposed action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The government requires the purchase of OSIsoft's Software Reliance Program to compliment the production PI solution software utilized in the Yuma Area Office's desalinization distributed control SCADA system. Due to the sensitive nature of the system, full support from OSIsoft is necessary on all aspects of the solution and to the daily operations of the desalinization plant. The Government believes that only one responsible source can provide the services that will satisfy the agency requirements. A Justification for Other than Full and Open Competition has been prepared in support of this acquisition. The Government intends to award this requirement on or about June 1, 2011, however all dates in this announcement are subject to change. Firms that can provide the required work described above are encouraged to identify themselves and give written notification to the point of contact. This notice is not a request for competitive quotes. All responses received before the anticipated award date will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses should include the firm's Dun and Bradstreet (DUNS) Number and Tax Identification Number (TIN). Firms should identify themselves as either small business or other than small business, in accordance with the size standard of 500 employees under the North American Industry Classification Systems (NAICS) code of 511210. Responses to this notice should be sent electronically to Ms. Veronica Rodriguez at vrodriguez@usbr.gov or via Fax to 928-343-8568. Effective October 1, 2003, prospective vendors must be registered in the Central Contractor Registration (CCR) prior to the award. Lack of registration in the CCR database may make an offeror ineligible for award. The CCR Handbook and information on the registration process can be obtained via the CCR website, http://www.ccr.gov or by calling 1-888-227-2423. Offerors will also be required to complete the annual representation and certification electronically via the Online Representation and Certification Application (ORCA) website at http://orca.bnp.gov.
