- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this requirement is SCHBUS-052311-NLS and is issued as a Request for Proposal. This solicitation document and its incorporated provisions are those in effect through the Federal Acquisition Circular (FAC 2005-50). This acquisition will be processed under Simplified Acquisition Procedures (SAP) as a 100% Small Business Set-Aside and as a Firm-Fixed Price, 1 Year Basic Contract with 2 Option Years. The North American Industry Classification System (NAICS) Code for this acquisition is 485410, and the Small Business Size Standard is $7.0 M. This requirement is for school bus transportation of military/civilian dependents residing at Rock Island Arsenal (RIA) and all military/ civilian dependents attending the RIA Child Development center and the youth Center to the Moline, Illinois schools: Ben Franklin Elementary, Wilson Junior High, and Moline Senior High School and then to return them to RIA, per the attached Scope of Work (SOW). The service is required for the school term beginning in August of each year and ending the following May or June, approximately 176 days per school year. CLIN 0001: Bus Service 2011-2012 School Year, CLIN 0002: Manpower Reporting 2011-2012 School Year, This is a NSP (Not Separately Priced) Line Item, CLIN 0003: Option Year 1 Bus Service 2012-2013 School Year, CLIN 0004: Manpower Reporting 2012-2013 School Year, This is a NSP (Not Separately Priced) Line Item, CLIN 0005: Option Year 2 Bus Service 2013-2014 School Year, CLIN 0006: Manpower Reporting 2013-2014 School Year, This is a NSP (Not Separately Priced) Line Item. All CLINS are to be performed in accordance with the attached SOW. Delivery: Basic Year Period of Performance (POP) is 15 Aug 2011 - 31 May 2012 and FOB: Destination applies to all CLINS. FAR Provisions and clauses that apply to this acquisition: FAR 52.212-1, Instructions to Offerors; FAR 52.212-3 Offeror Representations and Certifications - Commercial Items; FAR 52.212-4 Contract Terms and Conditions - Commercial Items; FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders, Commercial Items; and FAR 52.225-1, Central Contractor Registration (CCR) and FAR 52.232-33, Payment by Electronic Funds Transfer - Central Contractor Registration. The award will be based on lowest price. Also, in order to be considered for an award, an offeror must have completed the online electronic Representations and Certifications located at http://orca.bpn.gov/ in accordance with FAR 4.1201(a).
