Description
The Department of Homeland Security (DHS), National Protection and Programs Directorate (NPPD), Federal Protective Service (FPS), plans to enter into a contract for a three year period commencing on October 1, 2011. The contract will have a basic ordering period of twelve months and two(2) one year option periods for a total of three years. The basic ordering period will be October 1, 2011 through September 30, 2012. The period of performance for the entire contract is October 1, 2011 through September 30, 2014. DHS/NPPD/FPS has a requirement to purchase Dry Cleaning and Alteration Services for Federal Police Officers in the Washington, DC metropolitan area. Contractor is required to have a Dry Cleaning/Laundry establishment in the Washington, DC vicinity so the Federal Police Officers can drop off and pick up their laundry on a daily or weekly basis and have an establishment within a reasonable drive that can make alterations to uniforms as required. The contractor/vendor must be located within the Washington Metropolitan area that includes Washington, DC, Maryland and Northern Virginia. Contractor must have the knowledge of correct cleaning solvents that need to be used to avoid any damage or discoloring to the uniform material and make all required alterations on an as needed basis in addition to cleaning and laundry services. The vendor shall dry clean or provide laundry services on police uniforms, including shirts, blouses (starch, if required), trousers, trench coats, jackets, sweaters, hats, ties, battled dress uniforms(BDUs) and other items/accessories worn by the FPS law enforcement police officers. Alterations shall be provided to alter shirts, blouses, trousers, coats and other uniform items, but not limited to the items listed, when required. DHS/NPPD/FPS reserves the right to reject any item that is not cleaned satisfactorily without additional expense to the agency. A Monday through Saturday workweek is required, except for weeks that include a Federal Holiday. FPS requires that the establishment consist of an eight and a half hour day, open from Monday through Saturday 8:00AM until 4:30PM, or earlier. There will also be two additional pickup and drop off locations throughout the week: They are: Monday and Thursday each week - Western District Precinct - 6315 Bren Mar Drive, Alexandria, VA Tuesday and Friday each week - Central District Precinct (Coast Guard Building) - 2100 Second Street, SW, Washington, DC The servicer must be able to have a complete turn-around time of not more than two business days (from receipt of item for cleaning/laundering until pick-up by customer). The contractor shall provide all necessary labor, materials, equipment and supervision to provide on a daily basis to accomplish services as identified. The contractor shall ensure the availability of technically qualified personnel that, not only can provide dry cleaning and alteration services, but possess exceptional customer service skills and have at least three years of experience in dry cleaning work. Based on historical data, the contractor can anticipate there will be approximately 200 items to be cleaned each month. The vast majority of the items, about 95%, are trousers and shirts. The remaining 5% consist of the cleaning of coats, jackets and sweaters and minor alterations/repairs to patches on jacket and coat sleeves. At the time of award, the contractor must be registered in the Central Contractor Registration (CCR) website. The website can be located at www.ccr.gov.
