Description
PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time sole source, fixed price contract in accordance with Federal Acquisition Regulation (FAR) Subpart 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements, 10 U.S.C. 2304 (c) (1), with ELSAG North America, 205 H Creek Ridge Road, Greensboro, NC 27406. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website ( www.fedbizopps.gov ). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 541330; Engineering Services; the size standard is 750 employees. The FBI has a requirement for a stationary License Plate Reader (LPR) System that is custom designed for a specific concealment to enhance the operational needs of the FBI. The deployment parameters for these concealments require a specific form factor and range that is not currently available in a commercial package. To meet their requirement, the FBI intends to negotiate a one time, fixed price purchase order with ELSAG North America for the following service and items: License Plate Readers Engineering Services; Quantity: 1 Prototype License Plate Readers; Quantity: 4 Based on market research utilizing extensive internet searches, catalogues, industry publications, trade shows, and consulting with colleagues from other government agencies, it has been determined that the FBI's requirement can only be met by ELSAG North America. The ELSAG System: is compatible with the FBI's low bandwidth communications protocol, has a form factor supporting deployment using some of the FBI's concealments, allowing FBI technical personnel to develop custom software tailored specifically for field operations; has an open architecture, permitting FBI personnel to customize data collection, data transmission and data storage to meet field deployment requirements. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement or submit proposals to this office by 10:00 am, EST, by Thursday, May 26, 2011, by email to the attention of Jerry Varnell, Contract Specialist, at Jerry.Varnell@ic.fbi.gov. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government.
