- Amendment #3 The purpose of this amendment is to clarify proposals submission requirements. Accordingly the following changes have been made. Section L.6 GENERAL INSTRUCTIONS TO OFFERORS, paragraph (d) is revised as follows: "Proposals must be timely received electronically with hard copies of proposals to follow within a three business day period. The time and date of receipt of proposals received via regular mail will be established and reflected by the Contracting Officer's stamp."
