Description
The Fleet and Industrial Supply Center (FISC), Norfolk Contracting Department, Philadelphia Office intends to solicit, on an unrestricted basis, a requirement for Relocation Services in support of the Navy Medicine National Capital Area, National Naval Medical Center (NNMC), Bethesda, Maryland and Walter Reed Army Medical Center (WRAMC). This requirement involves departmental moves that are required in preparation for the commencement of major alteration projects at NNMC and WRAMC. Phase I is for the packing and complete relocation of departments/areas/square footage from existing locations; and the re-installation of equipment, supplies and furnishings to new locations. Phase II is Consolidation, coordination and physical removal of excess furniture and equipment to the Defense Reutilization Marketing Office (DRMO) (including all paperwork, transportation, etc) or other specified local facilities. Also, provide for a debris free area ready for construction. Complete details are listed in the Performance Work Statement which will be in the solicitation upon its release. There are a total of 37 departments for this requirement. FISC will be conducting a MANDATORY 2 day Site Visit for this requirement on Wednesday, 25 May 2011 at the National Naval Medical Center and on Thursday, 26 May 2011 at Walter Reed Army Medical Center. In order to be eligible to submit a quote for this requirement, vendors MUST attend both days of the Site Visit at the designated times. Offerors are expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. Interested parties MUST register by email: a list of personnel attending (no more than 2 representatives per company), which MUST include: first name, last name and middle initial, email address, date of birth, and name of company being represented, to Allison.Maddock@navy.mil no later than 1:00pm (Philadelphia, PA time) on Monday, 23 May 2011. Late sign-ups will not be accepted. Proper identification is needed at the time of arrival to enter the installation. If your name is not on the list you will not be allowed to enter the facility. The Site Visit will take 2 days to complete. It is tentatively scheduled to last approximately 5-6 hours each day. On the first day of the Site Visit, Wednesday, 25 May 2011, all registered parties MUST arrive at the main gate at NNMC (8901 Wisconsin Avenue, Bethesda, Maryland- -across from the Metro) at 10:00am. On the second day of the Site Visit, Thursday, 26 May 2011, all registered parties MUST arrive at the main gate at WRAMC (6900 Georgia Avenue, NW Washington DC) at 9:00am. Please visit NNMC and WRAMC ™s websites for information on parking. The security at the front gate will direct each registered party where they need to go after they arrive and check-in. As this is not a solicitation, no attendee should view this as an opportunity to exhibit its qualifications or technical merit that distinguish itself from others in attendance. Questions and conversations that appear to steer in this direction will be discouraged. All questions gathered during the Site Visit shall only be asked and/or presented to the Government representatives at the end of each day of the Site Visit. Government will not reimburse contractors for any cost incurred for their participation. In addition, any information provided to the Government is to be submitted at no cost or obligation to the Government. FISC intends to solicit on an unrestricted basis. FISC ™s intent is to issue a firm-fixed price purchase order in accordance with FAR 12 (Commercial Items) and FAR13.5 (Test Program for Certain Commercial Items) procedures. The Period of Performance is July 1, 2011 through September 30, 2011. The applicable NAICS code is 484210 ($23.5M size standard) and the applicable solicitation number is N00189-11-T-Z115.
