- Design/Bid/Build Project for Binghamton Army Reserve Center, Nichols, NY. Construction of the new approximately 200 member Binghamton Army Reserve Center (ARC) consisting of an approximately 34,840 square foot (SF) Training Center; an approximately 8,192 SF Organizational Maintenance Shop (OMS); and an approximately 1,369 SF Unheated Storage (UHS) Building in Nichols, NY. The buildings will be of permanent construction with reinforced concrete foundations, concrete floor slabs, mechanical systems, and electrical systems. Supporting facilities will include site preparation, paving, fencing, and extension of utilities to serve the project. The estimated cost range for this project is $10M to $25M. The construction contract duration is 490 calendar days. The solicitation will contain options, to possibly include: OMAR Funded Items, Bona Fide Need OMAR Funded Items, Green Roof System, Unheated Storage Building, Photovoltaic System, Asphalt and Concrete Paving, Solar Hot Water Panels, Rainwater Storage System and Site Irrigation, and POV Lighting. Some of the options will include days for additional contract duration. The proposals will be evaluated using the Tradeoff Process with the following rated evaluation criteria: Prime Contractor Technical Capabilities, Prime Contractor Experience, Prime Contractor Past Performance, and Safety. The approximate issue date is 06 June 2011. The approximate closing date is 28 July 2011 at 2:00 pm Eastern Time. The official closing date and time will be included in the solicitation. Project documents will be issued only via the internet by download at the Federal Business Opportunities (FedBizOpps) website (http://www.fbo.gov). Amendments will also be available by download at the FedBizOpps website. This is a Small Business Set Aside Procurement, NAICS code 236220, Business Size Standard $33.5M. This announcement serves as the advance notice for this project.
