Description
Containment Knowledge Transfer & Support The U.S. Nuclear Regulatory Commission (NRC) intends to enter into a sole source contract with Jack Tills & Associates (JTA) for Containment Knowledge Transfer & Support. The scope of work will include: • Systematically collecting and categorizing containment studies such as International Standard Problems submittals, nuclear plant licensing audit reports, CONTAIN/MELCOR code validations and code benchmarks previously performed by JTA; • Providing training to NRC staff and other interested entities on MELCOR applications for nuclear plant containment analysis; • Peer review containment assessment activities; and • Provide technical assistance related to complex containment analysis issues to the NRC. The period of performance will be 24 months from the date of award. JTA is the only contractor uniquely qualified to perform the proposed work under this requirement for the following reasons: 1. The knowledge base and containment analysis experience at the NRC staff level and at Sandia National Laboratory (the MELCOR code developers) are somewhat limited. Moreover, as part of this transition phase, JTA will be available to peer review significant on-going MELCOR code application activities, e.g., small module reactors. Note this project is on a part-time basis. 2. JTA has continuously supported, and been the major contributor to NRC's mission in the containment analysis arena for nearly 30 years. JTA has a long history of being involved in NRC sponsored work particularly focusing on containment thermal-hydraulics (i.e., since 1983 as a subcontractor to Sandia National Laboratories, and periodically contracting directly with the NRC). JTA has been involved in numerous projects and plant specific studies: such as 1) the Containment Performance Improvements (CPI) program; 2) participated in various International Standard Problems (ISPs) in which containment codes are assessed against selected integral experiments; 3) assessed the CONTAIN and MELCOR codes against experimental test programs for new and advanced reactor containment designs (e.g., AP1000, ESBWR, EPR etc.) and performed nuclear plant assessments; 4) analyzed all existing types of containment designs including ice condenser designs, and analyzed the associated experimental test programs; and 5) supported various NRC's international containment analysis initiatives. 3. As a result of the above experience, JTA's efforts embody the bulk of the accumulated containment analysis knowledge base and Mr. Tills is a recognized expert in the field of containment thermal-hydraulics with an understanding of NRC's licensing framework, and has assisted various NRC offices such as RES, NRR and NRO. No market research was performed because the primary purpose of this project is to capture and transfer containment analysis knowledge and experience only available directly from Mr. Tills before his impending retirement. The transfer of this knowledge base and experience may increase the possibility of competition for subsequent acquisitions for the same or similar services. 4. The NRC staff estimates another contractor would require a minimum of 20,000 total staff hours at a total estimated cost of $2 Million and 10 years to have sufficient knowledge and experience in containment analysis to successfully perform this project. This project must commence in August 2011 and be completed by August 2013. Thus, it is impossible for another contractor to obtain the necessary knowledge base and experience spanning 30 years, and commence and complete this project on schedule. Moreover, the duplication of effort and associated cost is not expected to be recovered via competition. 5. JTA possesses unique and broad capabilities which are essential in performing this proposed project to capture and transfer Mr. Till's experience before his impending retirement. Given his previous experience of nearly 30 years with the project, it is reasonable to conclude that JTA is the only source that has the necessary knowledge, staff, skills, and technical expertise to successfully complete this project timely and efficiently. This is not a request for competitive proposals.
