- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The U.S. Army Corps of Engineers is soliciting for quotes for laboratory soil testing within 75 miles of the St. Paul District Office, St. Paul MN 55101. The St. Paul District will be collecting jar samples, undisturbed samples, and bag samples of material at the site. The contractor shall perform the 8 laboratory soil tests listed on the table in the scope of work. American Society for Testing and Materials (ASTM) procedures must be used. The contractor must be a Validated USACE laboratory on the http://www.wes.army.mil/SL/MTC/ValidatedlabsList.htm#MN site. The contract will be a Firm-Fixed Price contract. The solicitation W912ES-11-T-0054 is set-aside 100% for small business concerns using NAICS code 541380. The size standard for this NAICS is $12,000,000.00. Offeror must be registered in the Central Contractor Registry(CCR) located at www.ccr.gov prior to contract award. NAICS 541380 must be listed in the contractor's CCR. The Scope of Work with specifications can be obtained by clicking on the "Additional documentation" link under "Additional Info:" at the end of this announcement. The solicitation is issued in accordance with FAR Part 12, and will be evaluated in accordance with FAR Part 13. A determination by the government to not award based on the responses to this solicitation is solely within the discretion of the government.
