Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is 246-2011-Q-0011 for Classification services. This solicitation is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-50. This acquisition is 100% set-aside for small businesses. The NAIC code is 541612 and the small business size standard is $7M. Classification Services for the Oklahoma City Area Human Resources: The Contractor shall provide non-personal, position description (PD) development, desk audits, PD classification and training services for the Division of Human Resources and Contract Health Services Branch, Oklahoma City Area Indian Health Service (IHS). Services shall be provided on an as needed basis as requested by the Project Officer and shall include the following: Position description development and/or classification. Many positions will have not directly applicable standard and must be evaluated through cross-series comparison with related series and often by analogy with standards in other occupational groups. The Contractor shall maintain a continuing awareness of all matters concerning the mission, function, programs, organization and management trends of the Oklahoma City Area IHS facilities to determine probable effects on classification decisions. Contractor shall confer with other IHS human resources specialists in cases where changes in classification may possibly create qualification problems or result in reduction-in-force, change to lower grade, etc. Desk audits involving travel may infrequently be required. Development of Area standard PD's for the full range of Contract Health positions will be required. IHS will identify priorities for sequencing of classification actions. Analysis. Contractor shall perform analysis for innovative problem resolution for developing methods and techniques to plan and complete work. The organizations served present classification issues of more than average difficulty with a variety of high grade positions in the professional, medical, technical and administrative occupation groups. The abstract nature of work processes adds materially to the difficulty of problem identification and resolution. Communication. Contractor shall contact managers, area consultants, supervisors, employers, other human resource staff and service unit chief executive officers as needed to accomplish PD development, classification, desk audits and training. Outside contacts are regular and recurring, and may include other classifiers. The purpose of contacts is to obtain and disseminate factual information on which recommendations, decisions or other actions can be based and/or explain the basis for classification decisions, recommendations and actions. Technical advice, assistance and training. Contractor shall provide advice and assistance in situations requiring extensive analysis in which the nature and scope of the classification issues is complex, requiring careful study in search of innovative solutions to problems in consideration of the total personnel management needs of the Oklahoma City Area. A one-day training conference to explain and implement new area standard descriptions for the full range of Contract Health positions are wide, will be required. The requirements of the statement of work shall be performed out of the Contractor's residence, with the exceptions of desk audits requiring travel and the one-day Contract Health Training Conference. IHS will provide copies of position descriptions from all Area of IHS. Contractor may be required to meet with IHS managers upon (project) completion of CHS classification. Materials, equipment and supplies shall be Contractor provided. Work requirements are primarily sedentary.
