- The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to solicit the two known sources, the Original Equipment Manufacturer (OEM) Sikorsky Aircraft Corp. of San Jose, CA and L-3 Communications Corp. of Sylmar, CA, on a limited competition basis for, Reel Load/Unload Fixture, P/N: 8050335, Qty-two (2) each; Speed Wrench, P/N: 8050338, Qty- two (2) each; Submersible Unit Shackle, P/N: 8050343, Qty- two (2) each; Battery Charger, P/N: 8050345, Qty- two (2) each; Sonar Cable Attachment Tool, P/N: 8050376, Qty- two (2) each; Cable Angle Sensor Test Set, P/N: 8050425, Qty- two (2) each; Reeling Machine Interface Unit, P/N: 8050439, Qty- two (2) each; Cable Cutter Shorting Plug, P/N: 8050564, Qty- two (2) each; and Cable Cutter Continuity Check Box, P/N: 8054122, Qty- two (2) each. This Ground Support Equipment (GSE) supports Organizational Maintenance of the HELRAS system for FMS Brazil S70-B Program. The Government intends to procure the above items under the authority of 10 USC 3204 (c) (1), FAR 6.302-1. Sikorsky Aircraft Corp. and L-3 Communications Corp. are the only known sources that are able to fulfill this requirement. The Government does not own current data, drawings, or other specifications to permit full and open competition. Award will be made to the lowest priced, technically acceptable offer. Offers will be evaluated on a strict pass/fail basis. This notice of intent is not a request for competitive proposals. However, all responses received within fifteen days after the date of publication of this notice will be considered by the Government. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
