- Department of Veterans Affairs VA MidSouth Healthcare Network (VISN 9) Notice of Intent to Sole Source: The Veteran Affairs Tennessee Valley Healthcare System (TVHS) Medical Centers, intends to negotiate a sole source contract with PRIMORDIAL Design, LLC of Astoria, NY for the purchase of PRIMORDIAL Design Software license for radiology viewing systems ®. The NAICS code for this supply is NAICS Code 511210- Software Publishers with a size standard of $25 Million. The Government believes that PRIMORDIAL Design, LLC is the only authorized provider for license for their trademarked software. This is a sole source procurement utilizing, 38 U.S.C. 8153 and Other than Full and Open Competition (FAR 6.302-1). This notice of intent is NOT a request for competitive quotes, however; any firm that believes it can provide these licenses may give written notification to the Contract Specialist, no later than 4:00 PM PST, May 25, 2011. Supporting evidence of ability to provide registered PRIMORDIAL Design software license ® must be furnished in sufficient detail, to the Contract Specialist Roy Rossignol via email address: roy.rossignol@va.gov or faxed to (615)225-5432. No solicitations documents are available and telephone requests will not be honored. Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, VA will proceed with the sole source negotiation to PRIMORDIAL Deign LLC for subject software license.
